1. We charge that Jesse P. Miller is incompetent (and unfit) to administer the affairs of this City as detailed below...
a. Miller failed to curtail the $2 million budget deficit.
b. Miller spent taxpayers' money making political payoffs.
c. Miller lied by promising to stop pornography, while accepting $1,000 from the owner of the Celebrity House.
d. Miller failed to curb crime.
e. Miller, as a member of the Hospital Board of Managers, and most recently as Mayor, has sacrificed Highland Park General Hospital and 250 jobs.
f. Miller's incompetence is threatening future funding of Federal, State, and County programs.
g. Miller lied by refusing to keep his pledge to return the $10,000 salary increase to the City Treasury.
2. We charge that Jesse P. Miller has violated 8 different sections of the City Charter, as detailed below...
a. Sec. 7-20 - hiring non-residents
b. Sec. 7-13 (3) - failure to follow bidding requirements resulting in $300,000 loss at hospital
c. Sec.17-18 (4) - paying unearned sick benefits
d. Sec. 7-8 (4) - improper disposal of hospital assets
e. Sec. 5-6 and 8-7 - operating under an illegal budget
f. Sec. 7-5 (1) - preventing City Attorney from advising Council
g. Sec. 14-1 and 14-2 - entering into contracts illegally
h. Sec. 7-5 (4) - failure to prosecute charter and ordinance violations

Recall opponents
Miller's justification of his conduct in office, which appeared on the official ballot, read as follows:[1]

The charges made in this ballot are a mixture of misleading half-truths and deliberate vicious lies by the political group that brought chaos and near bankruptcy to our City and were repudiated last year by the voters. My administration inherited, from this group, a budget deficit of $2,000,000,000. I fought to keep Highland Park Hospital open, but because of years of neglect and mismanagement by former administrators, the State of Michigan closed it for building deficiencies.
My pay raise is in escrow and will be repaid upon completion of my first year.
Some accomplishments of my administration include:
(a) closing all model studios and bringing about 30 pornography cases to Court.
(b) razing neglected homes on East Grand Avenue and building new housing.
(c) breaking ground for an $11 million, 330 unit housing development.
(d) rehabilitating Ives Field and Hackett Field House recreation facilities.
(e) obtaining extended funding for police programs.
(f) negotiating to reopen Highland Park Hospital as a private, modern facility employing 600-700 persons.
In summary, in one year, despite the crushing burdens of mismanagement from former administrators and the lack of cooperation from Council, we are progressing toward our goals.
