An effort in Stockton, California, to recall City Councilmen Jesus Andrade and Dan Wright from their positions was initiated in June 2017. Petitioners JR Guillory and Motecuzoma Sanchez established recall committees with the city clerk on June 29, 2017. Guillory and Sanchez considered a recall of Mayor Michael Tubbs but did not include Tubbs in their June 29 filing.[1]

Recall supporters

Guillory told local media that Andrade and Wright were targeted for recall due to concerns over the city's election process. In 2016, Andrade and Wright placed second in their top-two primaries but won their seats in the general election. Stockton uses by-district elections for primaries and at-large elections for general elections.

Guillory says that the will of voters in the districts represented by Andrade and Wright were not respected by city law. He also said that Andrade and Wright were targeted for supporting privatization of public services and failing to help small businesses.[1]

“I don’t know what their rationale is. It just takes away from the work I’ve been doing and the work we’ve all been doing on the council. ... They still have lots of steps they need to take. I don’t know if it’s a credible thing or an attention-gaining thing.[1][2]
