Opposition

Three of the nine seats on the Paterson Public Schools Board of Education were up for general election on November 3, 2015. The seats of at-large incumbents Errol Kerr, Manuel Martinez Jr. and Corey Teague's seats were up for election. Kerr and Teague filed to seek re-election, while Martinez did not. Challengers Nakima Redmon, Oshin Castillo and Kevin Henry defeated Kerr, Teague and Jesus Castro. Write-in candidates were allowed in this election.[1]

Castro reported no contributions or expenditures to the New Jersey Election Law Enforcement Commission as of October 27, 2015.[2]

Endorsements

Castro received the endorsement of former candidate Jason Patterson, who withdrew from the election in August 2015.[3]

Castro discussed the district's projected budget shortfalls in an interview with the Paterson Press:

In dealing with the financial problem of the district, I would keep in mind two phrases: “A penny saved is a penny earned!” and “Trim the fat!” I would categorize our expenses. Then, explore what constitutes each expense.

Afterwards, I would do the following:

A penny saved is a penny earned:

1. Seek less expensive options that may be available for each category which provides equal or return on our dollars.
2. I would request an energy audit of all facilities to see where saving can be made.
3. I would request an audit be conducted concerning vehicles owned by the district to see if policy changes can produce savings.

Trim the fat:

1. I would request an organizational chart for the district along with job descriptions to see if restructuring would be an option that could produce savings
2. I would request an audit be conducted on all consulting contracts to check against alternatives and to see if consolidation/ reduction could produce savings.
3. I would ask that a study be conducted on the possibility of reducing the amount of paper (printing, books, etc.…) used by the district and see what savings the use of electronic versions could produce.

The steps I outlined are just a few options that I am considering. There are several more that I will seek from the community and professional analysts. Once the alternatives are listed and the criteria are set, options will be weighed and a through plan will be devised. [4]
