Biography

Jill Metcalfe was born in Houston, Texas. Metcalfe earned a high school diploma from Nimitz High School, a bachelor's degree from Texas A&M University in 2000, a graduate degree from Sam Houston State University in 2007, and a Ph.D. from the University of Houston in 2012.[1]

I am a lifelong resident and graduate of Aldine ISD as well as a former employee. I dedicated 20 years to Aldine ISD as a teacher, coach, campus administrator, and district administrator. Now, I am in a position to serve in a different capacity, as a trustee. I am passionate about education and dedicated to ensuring the students of Aldine ISD receive a quality education that will allow them to compete, and win, educational and employment opportunities after graduation.
  • The students of Aldine ISD are my priority. I want the students to have educational opportunities that allow each of them to reach their potential. This is possible by focusing on the students' experiences at school, on the bus, and in the classroom. Setting clear expectations for student behavior, and holding students accountable for their choices, is the first step to creating high-performing schools. Building capacity among teachers and instructional staff is another critical part of the process. We have to protect the learning environment and invest in our teachers to make them the best possible teachers they can be to maximize student achievement.
  • As a trustee, I would evaluate purchases, positions, and processes based on what the return on investment is for the district. This type of approach prompts reviews of systems and processes and requires mapping out workflows for operational efficiency.
  • Teachers and campus instructional staff have the greatest impact on student achievement. We have to recruit and retain the best. The decisions made by campus and district leadership directly impact the quality of life and job satisfaction of our teachers and instructional staff. Leadership must provide support, competitive compensation packages, quality professional development activities, and advancement opportunities to teachers and instructional staff.
Careers in education are more challenging today than they were previously, and the retirement requirements have changed too. A recent study shows that Texas ranks 50th in quality of retirement for new educators entering into the field of education. This coupled with the Windfall Elimination Provision is going to make it hard to recruit and retain teachers in Texas.

I would like to see the Windfall Elimination Provision repealed, and I would like to see some changes to TRS.
I am blessed to have both of my parents who I admire and look up to very much. Both of my parents are incredibly hard-working and have been great role models.
