In Maryland's 1st Congressional District, incumbent Andrew Harris defeated challengers Joe Werner (D) and Matt Beers (L) in the general election on November 8, 2016. Harris defeated Jonathan Goff, Jr., Sean M. Jackson, and Mike Smigiel in the Republican primary, while Werner defeated Jim Ireton to win the Democratic nomination. The primary elections took place on April 26, 2016.[2][3]

  • Agriculture/Environment: We all need to work together. I support enacting a strong vision that protects our environment while also preserving our way of life in the First District. I will take the lead as a congressman to increase government support for the fight to protect our natural resources in the First District and across the country. We need to invest in new technologies that protect farms and the environment. This would protect our precious natural resources while providing a huge and lasting boon to our local and national economies. Environmental sustainably must be the way forward for the United States.
  • Substance Abuse & Treatment: Heroin is a plague that is affecting all parts of society, all economic classes, and abuse is increasing at an alarming rate. We need to treat heroin (and all drug abuse) as a public health issue. Drug addiction should be treated as a public health crisis, not a criminal issue. Our jails are overcrowded with non-violent drug offenders, wasting our police and public resources.
  • Democracy and Social Justice: There needs to be open, healthy dialogue with members of the law enforcement and our historically marginalized communities. We need to take actions that are proven and effective that will engender trust in law enforcement.
  • Healthcare: Healthcare is a fundamental human right. Instead of voting to repeal the ACA over 50 times, we need a Congressman will work to improve the current law to protect your health even more. Over 60,000 citizens in the First District now have health care in the first district because of the ACA . Andy Harris wants to take it away from you.
  • Jobs and the Economy: The Federal Minimum Wage should be linked to inflation and the purchasing power of the dollar. The current minimum wage is not sufficient to provide a livable income to hard-working Americans. Despite economic growth, the real value of the wage has been allowed to decline. As we move into a more service-oriented economy or economic growth will be strangled if the working class does not have sufficient purchasing power.
