Biography

Jim Jinks was born in Norwich, Connecticut. He earned a bachelor's degree from the University of Connecticut in 1994 and a master's degree from Trinity College in 2016. Jinks' career experience includes working in the marketing industry.[1]

For more than the past twenty-five years I've held leadership positions in Connecticut-based advertising and marketing companies, including operating my own direct marketing business. I'm currently Vice President at Mediabids, a leading direct response ad agency.

First elected to the Town Council in 2019, I was re-elected in 2021, 2023 and 2025. For the past two years Jim has served as Vice Chairperson on the Council and as the Budget Committee Chairperson. I also served on several other important committees including the School Modernization. In 2018 I founded Bike Cheshire, an award-winning community nonprofit devoted to encouraging and improving biking in Cheshire. Bike Cheshire has operated a popular community bike share, organized Bike to School Days, group rides, bike safety classes for Cheshire elementary schools and advocates for mountain bike trails in Cheshire. I'm also one of the founders of the Coalition for a Sustainable Cheshire and have served on the Chesprocott Board, the regional public health district.

For years I've been active in my community in several other capacities, volunteering my time on the Cheshire Youth Services Committee, the Cheshire Planning & Zoning Commission, and I was the Vice Chairperson of the Cheshire Democratic Town Committee. I live in Cheshire with my wife Marie, our four kids and our dog Claudia Jean ‘CJ.’ I have an undergraduate degree in history from UConn, and a master’s in public policy from Trinity College
  • I'm not a career politician. I'm not interested in titles or simply holding an office or plotting to move up the ladder. Politics is a means to an end for me. I want to get big things done.
  • I don't shy away from a big challenge or a tough fight. In 2019 I ran for a seat on the Town Council that was thought to be unwinnable. But I did win by four points. In 2020 I took on an entrenched incumbent for a State Rep seat. I won my town by eight points. Though I lost the race by seven votes (out of 14,000 votes cast), the close race resulted in the incumbent lobbying to get the district lines redrawn. Our campaign effectively pushed the State Rep out of town. This race for State Senate is another example of a tough fight. But I know I'm the best candidate to keep this seat in Democratic hands. I've been winning races and beating Republicans for seven years in the most difficult part of the district for Democrats to win.
  • I want Connecticut to be a place where everyone can thrive. I want my kids and yours to stay and work and raise their families in Connecticut. I want good schools, accessible, quality health care, universal pre-k and affordable child care, plentiful and affordable housing. I want everyone to be safe in their neighborhoods. I want young people to be able to get a foothold. I want it to be easier for small businesses to grow. I want lower cost energy. I want workers to earn the wages they deserve. I want seniors to be able to age in place. I think Connecticut is a great place to live and raise a family. But it's too damn hard for many of us to thrive here. I want only the best for our towns, cities and state and I'll work every day for it.

Pandemic or not my top priority is growing a stronger economy in Wallingford and Cheshire and more broadly, Connecticut. We need to address affordability in four areas - health care, transportation, housing and energy. We need to work on educating our kids better in math and science. Our state has employers in advanced manufacturing and bio-tech offering jobs to out-of-state residents because they can't find the people with the skills right here at home. We also need to find ways to make it easier to start small businesses and foster entrepreneurship, especially as more people are out of work now. Traditionally economic downturns spur innovation and are times when more people are looking to start new businesses. We can also be encouraging businesses to enable their employees to continue to work from home. This lowers living costs for employees and can increase productivity and efficiency for business. Telecommuting also reduces traffic on our roads, reducing transportation costs for all the businesses relying on our highways for distributing products. We need to invest in computing power and connectivity. This is important infrastructure in our hi-tech economy. High value services and industry need strong, reliable communications networks to function effectively and efficiently. The lack of this infrastructure has been a big drag on job growth in our state. We have to make it a priority now.
