Biography

Jim Lowder was born in Nagoya, Japan. Lowder's professional experience includes working as a cybersecurity analyst, rancher, commercial aviation pilot, flight instructor, small business owner, substitute teacher, corporate trainer, tutor, and SWAT team commander. He served in the U.S. Navy from 1979 to 2001. Lowder earned a bachelor's degree from Oklahoma City University in 2005.[1]

My name is Jim Lowder. I am a believer, patriot, husband, father, and grandfather. My wife and I came to Oregon to be closer to our precious grandchildren. With her support, I have been privileged to live a life of leadership in service to others: Substitute teacher, coach, referee, tutor of English as a second language, Military/commercial pilot and flight instructor, CIO, cybersecurity consultant, not-for-profit board member, community volunteer, scholarship fundraiser, business owner, and SWAT team commander. I want to use my very particular set of skills, acquired over a long career in business, the military, education and community service, to serve as your representative in House District 22.
  • Unshackle the economy! Stop the destruction of small businesses and the middle class with unconstitutional mandates and heavy handed over-regulation! Lower taxes and permit sensible development of natural resources to reduce inflation , create real jobs, and re-establish sustainable, inclusive economic growth!
  • Support public safety! Arson, looting, theft and assassination are NOT legitimate forms of protest! Stop punishing law abiding citizens by coddling criminals and defunding police departments. Stop putting lives and property at risk by failing to properly manage our forests.
  • Liberty and justice for all! Restore civil disourse and constitutional rights for students, parents, taxpayers and workers. Stop punishing children with unconstitutional mandates. The science shows that the mandates do not work.

I remember the assassination of President Kennedy. I was 7 years old. I also remember discovery of the disgusting massacre of men, women and children by the communists in Hue City during the Tet offensive of 1968, staying up late to watch the American landing on the moon in 1969, and the humiliating and disgraceful American abandonment of Saigon in 1975.
My very first job was working as a cowboy for my dad, from age 8 to age 18.
The executive and legislative branches should enjoy cordial professional relationships with strong lines of communication and coordination.
First of all, government should do no harm! Oregon must restore our historical moderation, political balance, and sense of decency, We must crawl back from a destructive and heavy handed executive and feckless, one-sided legislature to find a balanced approach to legislation which respects the rights of all Oregonians.

Unshackle the economy!

Restore the Oregon version of the American dream!
A unicameral legislator could potentially more efficient, but would remove a needed layer of checks and balances.
A variety of previous practical experiences can help a legislator be effective. It is most beneficial for legislators to stay grounded by listening to and communicating with their constituents.
It is not only beneficial, but essential to build and maintain strong civil relationships with other legislators, both those with whom we agree and those with whom we disagree. We must seek to understand each other.
There is no way to completely de-politicize redistricting, but we must strive not to divide existing communities in the redisctricting process.

A long time Woodburn small businessman almost went bankrupt due to the unfair, unnecessary and unconstitutional lockdowns. His story is only one of thousands. His perseverance inspires me!
Yes, the legislature should provide a check on executive over reach, but it is even more important to restore partisan balance to the Oregon legislature itself. Emergency executive powers should be limited, and should be exercised only rarely, within constitutional bounds.
It is impossible for every legislator to each have their own way, yet we often have more in common than we might at first recognize. It takes a lot of good faith communication and hard work for legislators to understand each other, and to thoroghluy understand the issues and build a consensus. The objective should be to fully understand the issues and each legislator's priorities, and act on legislation where a consensus can be found. The prime directive should be to do no harm, and to limit the damage done by government.
