Biography

Jim Shalleck was born in New York, New York. He served in the U.S. Army from 1967 to 1974. He earned a bachelor's degree from Tulane University in 1967 and a law degree from New York Law School in 1970. His career experience includes working in private law practice, as an assistant district attorney, as the Bronx district attorney for the homicide bureau, as the assistant attorney general for New York state, and as an attorney for the antitrust division of the US Justice Department. Shalleck is affiliated with the Montgomery County Bar Association.[1]

I moved to Maryland in 1989 from New York for a position as an Attorney in the U.S. Justice Department, Antitrust Division. Before that, I was an Assistant Attorney General in New York. Before that, I was an Assistant District Attorney in the Bronx, rising to the position of Chief of the Homicide Bureau. I led the prosecution team from the Bronx in the prosecution of David Berkowitz, the "Son of Sam" killer for three murders in the Bronx. Since 1994, I have been in private law practice in Montgomery County, Maryland. Recently, I served as President of the Montgomery County, Maryland Board of Elections. I resigned to run for Maryland Attorney General.
  • My priority will be to reduce violent and repeat crimes in Maryland. These offenders must be prosecuted with no plea bargaining and deals.
  • I will set-up a Major Offense Bureau to assist or replace local prosecutors in the prosecution of these violent and repeat offenders. Further, I will support the police and seek more funding for police departments.
  • I will protect individuals from wrongful convictions and seek alternatives to prison for non-violent young offenders and those with non-violent offenses who are not repeat offenders.
Fair and meaningful prosecution of criminal offenders is my priority. Not everyone deserves to go to jail. We must employ various and appropriate alternatives in our sentencing. Community service, drug treatment, mental health screening and treatment, are just a few alternatives to jail. However, we cannot plea bargain and make deals with violent and repeat offenders. No plea bargaining or deals with them. We must address the rise in crime aggressively to carve out of the criminal justice system those worst offenders who destroy families and our neighborhoods. They must receive the most significant sentences to protect our children, families, and ourselves.
The Attorney General under the Maryland Constitution has the authority to prosecute local crimes under various circumstances. That allows the Attorney General to assist or replace local States' Attorneys in prosecuting violent and repeat offenders. This authority is essential to help in the fight to reduce crime in Maryland. This Constitutional authority adds more resources to fight crime in this period of rising crime throughout our State.
Using Maryland Law, advancing the public policies of our government (safe streets, clean environment, fair elections, good education, no discrimination as some examples) through enforcement, legislation, and
public advocacy.
Yes. Violent and repeat criminal conduct which affects our families on a daily basis, environment violations which affect our health, election law violations which affect our democracy, and civil rights violations which violate our Constitutional Rights.
The most important responsibility is to help local prosecutors in the fight against crime. Other very important priorities, to me, include protecting the environment, election law integrity, nursing home standards, representing State agencies in litigation, and sponsoring legislation to protect Marylander's civil rights.
John McCain. He was a hero. Naval aviator, Prisoner of war. Senator. Statesman. A man of integrity, independence, courage, and love of country. He always placed America ahead of politics. Yes, he was a maverick but always for the American people not partisan advantage. He is, to me, an example of leadership and principle that all candidates and office holders should emulate.
