I've been a resident of Jamestown since 2022 and am running for Town Council because I feel I can make a positive impact on our community! I'm a fiscally conservative, pragmatic problem solver, and servant leader, who is community focused and an eternal optimist. My core values are honesty, integrity, stewardship, and respect. I currently own and operate my own professional consulting company (with speciality expertise in strategic transportation safety planning and engineering, local government policy and operations, and unique economic development project planning and execution). I am a registered professional engineer in North Carolina. I'm a retired City Manger of Greensboro (2018) and former Deputy Secretary of the North Carolina Department of Transportation. Finally, I am the youth leader of my church (Bales Memorial Wesleyan Church).
  • I want help Jamestown maintain safety and culture and our small town feel! This includes limiting future high density residential proposals, promoting and supporting our downtown businesses, supporting the continued advancement of community livability projects (e.g., parks, walking, biking, green spaces, and outdoor events and entertainment!), reducing speeds on our major and residential streets, and working to ensure our Town's water remains clean through pursuing agressive environmental stewardship actions (to hold others accountable for their past negiligent actions and mandated legal responsibilities).
  • I want to work with the Mayor, Town Council, and Manager to explore options to lower the Town's property tax rate and future service fee increases! Like others, I have been unhappy with the 35% increase (.485 cents in FY 2023 to .655 cents FY 2026 or an avergage increase of $545/year to each homeowner in Jamestown) in the Town's property tax rate over the last 3 years and on-going increases in other service fees. In short, I know how local government budgeting, operations, and finances work and, am prepared to help our Town explore options to do more with less and, to find other revenue sources to help off-set or pay for future Town service needs and requirements.
  • I want to work with Mayor and Town Council on a few new ideas I have to make Jamestown an even more special, unique, and vibrant community. Want to know more? Ask me for details!
Town budgeting, safety, parking, land use (promoting desirable options and choices), and quality of life! I have deep, competent experience and skills to lead in each of these areas. I just need a chance to serve on the Jamestown Town Council (via the support of Jamestown voters) to make an impact!
As a Town Council member, I will have to pledge to uphold the laws and constitution of Jamestown, North Carolina, and USA. I am prepared to commit to these items and, as a public servant of a public local government agency, am also prepared to abide by the public records laws of State as well.
I look up to, follow, and love my savior and lord, Jesus Christ. Other influences in my life have been my Grandfather and Grandmother (both grew up in the depression era and while they struggled, always found ways to provide), my Father and Mother (always loved and supported me and my sister), and my long list of professional mentors and good friends.
Be an effective and active listener. Everyone's voice and view points matter and deserve to be heard and considered when making Town decisions. Be an excellent steward of taxpayer and public resources. Treat all public money as you would your own and, do all you can to operate as effectively and efficiently as you can with what you have and, before considering asking for any increase in property taxes or service fees. Be honest in all of your communications and dealings with the public and, always maintain a high sense of integrity in your work and leadership. Public service and community representation is a privlege. If elected, I pledge to be an effective servant leader who works for the good of all of Jamestown!
My core values - honesty, integrity, stewardship, and respect. My seasoned leadership and communications skills. And my deep local and State government policy, financial, and operational knowledge and experiences.
Providing effective Town leadership through sound policy development, implementation, and fiscal/management oversight. Listening to the needs and concerns of all Jamestown residents to help solve problems and create the Town we all want to live in. Clearly articulate the positives and negatives of my position on all policy items and new ideas I consider - so that Town residents understand my views and can either choose to agree or disagree with them.
I'd like to leave Jamestown in solid fiscal shape (current and future); known for our continued excellent management, operations, and services; offering our continued but enhanced small town vibe and quality of life amenities to all our residents and guests, and to know that Jim Westmoreland always gave it his all, always gave it his best, and was always focused on being a highly effective and approachable servant leader for Jamestown!
When the US landed on the moon in 1969. I was 4 years old at the time and vaguely recall watching the event on an old TV set at my grandparents house.
Working as a supply technican in the electrical supply warehouse at RJ Reynolds Tobacco company in Winston Salem. It was a summer job I had when I was a Junior in High School and as part of a company program for childern of RJR employees (both my father and mother worked for and retired from RJR). It taught me how to work with others, appreciate and value the small amount of money I made and, that I did not want to become and electrical engineer (i.e., because I'm color blind and many of the electrical items I had to retreive, capacitors, resistors, etc. all had color bands - which I could tell what was what!?!).

Personal loss of my Father in 2013. He was tragically killed by a distracted driver in a hit/run accident while riding his bicycle in Myrtle Beach. With his death, I had to assume the care of my Mother (who was challenged with both mental and physical health issues and which prior to his death, my Father was her primay caretaker).
Yes. The development and approval of the Town budget is the most important policy action the Mayor and Town Council members make each year. Get involved in the process if you want to make a difference and influence positive changes that you feel are important for Jamestown's future!
Yes. I will be highly effective and impactful serving as a Town Council member due to my past and deep experince in local and State government policy development, funding/finance, project development, and operations.

Again, the role of a Town Council member is to assist in Town policy deveopment, fiscal/managment oversight, and community leadership.
