I was born to missionary parents in Dallas, TX, I traveled the world and am experienced with diverse cultures and societies. I have lived in several U.S. states, and spent 9 years in Ghana, West Africa. I Enlisted in the U.S. Navy in 2004 as a gas turbine mechanic which brought me to our great city, Virginia Beach. After an honorable discharge in 2009, I obtained my DCJS certification, worked as a security officer, and earned my college degrees in Information Technologies and Criminal Justice. In 2015, I became a sworn employee of the Commonwealth, receiving commendations and serving as a Correctional Officer at St. Brides Correctional Center(SBCC). In 2019 I returned to my vocational roots by promoting to a maintenance supervisor for SBCC. I am committed to learning and initiatives in my position, I serve as a subject matter specialist and a dialogue practitioner for the Department of Corrections, and I try to promote a positive environment for all those I encounter.
  • STUDENT DISCIPLINE: A priority of the school board should be providing for the safety of our students, teachers, and school staff. Our teachers have raised overwhelming concern about school safety through multiple surveys, and Ms. Moran believe in taking immediate action to ensure the safety and enforcing equitable accountability for students and staff of VBCPS.
  • OCATIONAL EDUCATION: Ms. Moran is passionate about the education of our young people, and holds a great concern for their success inside of the classroom and after graduation. Understanding that college is not the right path for everyone, she promotes a greater emphasis on vocational trade instruction being offered to students. Many young adults graduate from college with mountains of debt and struggle with finding good paying jobs while there is a great need for trade workers in this area. Virginia Beach needs skilled workers to fill our essential industry positions at our shipyards and in the private service industries like Electricians, Plumbers, and Carpenters. Joanna advocates for a full-time vocational trades focused high school.
  • REINSTATE VALEDICTORIAN AND SALUTATORIAN: The current School Board voted to remove the honors of Valedictorian and Salutatorian starting with the class of 2021. Students work very hard for academic achievement and should be rewarded.
HISTORY: In this core subject, student test scores have dropped considerably across our great nation. The Commonwealth has recently changed its requirements for this class, and it is no longer considered a factor for accreditation. History is just as important as Math, Science, and English and should remain a key focus in our children's education
My father was one of the best men I ever knew and would give the shirt off his back to those in need. He was a great example of unbridled passion for the mission, and great humility when anyone complemented him on it.
That I listened to the people and put students first
I don't know if it was the first historical event in my life time, but 911 was the most impactful. I was 17 when those planes hit those towers and I will never forget it as long as I live. That day is part of the reason I joined the military.
I started working when I was twelve years old, doing odd jobs around our neighborhood like mowing lawns, cleaning houses, pet sitting and later when I was older baby sitting. I also helped a neighbor with his BBQ catering business and did that for a time. Eventually when I was 16 I went to work for a painting company that did new construction painting. I was brought up to work hard at your job and in your life.
To be the voice of the students, the teachers, and the parents. To make sure the children always come first and foremost.
Virginia Beach Residents
Students deserve to learn in a safe environment. Rules must be enforced equitably and teachers must have support from administration. The few students who are disruptive should not negatively impact those who are at school to learn.
