An effort to recall Joanna Wilkinson and Horace West from their positions on the city council of Haines City, Florida was launched in September 2011 by the Haines City Recall Committee. The effort was blocked by a judge in October 2011.[1]
Reasons for recall
Recall organizers launched their effort after discovering that Wilkinson and West had voted for a severance package for former City Manager Ann Toney-Deal. The package offered included $312,000 given to her in May after her April 21 resignation. Meanwhile, Toney-Deal was also collecting $275 a week in unemployment compensation.[2]
Path to the ballot
The recall petition would have needed to be signed by 1,310 registered voters, equaling 15% of the city's electorate, for each recall target.[3]
On October 21st, 2011, Circuit Judge Randy McDonald put a halt to the recall effort when he ruled that Wilkinson and West had not committed misfeasance in office. In November 2011, the recall committee filed an appeal.[1] In May 2012, a lawyer representing the Haines City Recall Committee asked Florida's Second District Court of Appeals to allow the recall election to proceed.[4]
