An election to recall Ward 2 City Councilwoman Joanne Burrow was held on February 7, 2023, in Ferguson, Missouri.[1] Voters recalled Burrow by a margin of 70% to 30%.[2]

Supporters of the recall campaign included Margaret A. Faul, State Representative Raychel Proudie (D), Nicholas D. Kasoff, Kathleen O. Noelker, and Jamie L. Schroeder.[3]

Pursuant to the Charter of the City of Ferguson, State of Missouri, Section 8.3, the undersigned, being qualified voters of Ward 2, City of Ferguson, do hereby seek the recall of Councilor Joanne T. Burrow, Councilor, Ward 2. Burrow has failed to faithfully execute the duties of her office and conform to the rules governing the conduct of elected officials: (1) Upon information and belief, Burrow has persistently engaged in interference with administration, that being proscribed by Charter Section 3.4.3; (2) Upon information and belief, Burrow has engaged in a personal vendetta against the City Manager, which culminated in a public confrontation in the council meeting of September 27, 2022, and the resignation of the City Manager, to the great detriment of the city; (3) Upon information and belief, Burrow was appointed as the representative from council to the Economic Development Sales Tax board, which board was not convened in a timely manner, resulting in peril and cost to the city, which peril was ultimately abated only by the good grace of the Missouri Department of Revenue."[4] |

On her Facebook page, Burrow offered the following comment on the recall campaign.[5]

I am aware of the push to recall me by Nick Kasoff and others. Mr. Kasoff is the current chair of the Ferguson Traffic Commission. The commission is made up of citizens, and its role is to provide recommendations to the council on traffic-related issues. Mr. Kasoff has announced his intention to run for Mayor and has engaged in a campaign over the past couple of months to keep me from joining the race, as I have also expressed interest. Mr Kasoff and his supporters are now seeking to use this one incident to try and oust me, a twice duly elected and honorably serving member of this council. As a member of this council, I have worked with Mr. Kasoff and many others to hold staff as well as members of this City Council accountable to the citizens and to our City Charter. Unlike some current members of our Council, who violate our Charter on a near daily basis, I have not ordered city staff to perform a task outside my area of responsibility as a council person. I have not asked for favors for friends. I have not formed committees that meet in secret. I have not violated sunshine laws. I have not used or asked to use city equipment, nor charged the city for expenses that were not necessary. The fact that I will not be quiet about these issues, and demand they be addressed and not swept under the rug has certainly ruffled the feathers of many. But I raise these issues on behalf of our citizens, and to hold people accountable. I have proudly served the City of Ferguson as a council person and for four (4) decades as a community leader and volunteer. I strive to always do the right thing simply because it is the right thing to do. For both the terms that I have run, my campaign has been 'Working Together to Serve Together'.[4] |

In November 2022, the St. Louis County Board of Elections confirmed that organizers had turned in more than 559 signatures, the minimum required for a recall election to be scheduled.[1][3]
