Palmer earned his B.S. in Vocational Education from Boise State University. His professional experience includes owning a small business. He served in the Idaho National Guard.

The signature filing deadline for candidates wishing to run in this election was March 14, 2014. Incumbent Joe A. Palmer was unopposed in the Republican primary and was unchallenged in the general election.[6][7][8][9]

Palmer won re-election in the 2012 election for Idaho House of Representatives District 20A. He defeated Richard Dees and Chris MacCloud in the Republican primary and defeated Caitlin R. Lister (D) in the general election on November 6, 2012.[10][11][12]
