Biography

Joe Cheray was born in Topeka, Kansas. She pursued her undergraduate education at Washburn University. Cheray's career experience includes working as the PR director for the Aaron Douglas Art Fair. She has ten years of experience as a certified nurse's aide.[1]

I am a lifelong Kansan. I am active in Kansas politics. I am a single parent and caregiver to my son with disabilities. I have been in the system most of my life and believe it is time to make the system work for the ones who need it the most, to work for them.
  • I believe that Kansans with disabilities need representation. Kansans with disabilities have been ignored for far too long in this state. In this state is has been legal to pay people with disabilities a sub minimum wage since 1978. Kansas is among 47 states in the union that still do this. It is time to abolish this practice. Kansans with I/DD shouldn't have to wait 8 plus years for HCBS services. Currently there are close to 5K Kansas waiting 8 plus years for HCBS services.
  • As a survivor of domestic violence, rape and incest I believe that is time for survivors and victims of these crimes finally get the long overdue justice they deserve. Through policy I hope to help them and myself realize the justice that we desperately need.
  • Urban and rural Kansans need to work together to help with climate change. What works for someone who lives in Topeka may not work for a farmer who lives in the county. We need to find what works for both demographics.
As a single parent and caregiver to my adult son with disabilities I am dedicated to helping craft policy that will benefit him long term. As a survivor of rape, domestic, violence, incest and childhood abuse I am always and will continue to be active in anything that will help myself and others realize the much needed justice and help we need. There is so much work to do in this area alone that just creating policies to address these issues is a time consuming task. I am the candidate that can give this work in the statehouse the time and attention it needs.

48 year old single mother to an adult son with cerebral palsy.
  • A voice for Disabled Citizens of Kansas
  • More protections and recourse for victims and survivors of sexual assualt and childhood sexual abuse
  • Strive for preservation of the environment for urban and rural Kansans
We need to increase the minimum wage for disabled Kansans currently it is legal in 49 states including Kansas to pay disabled workers a sub-minimum wage.

We need to overhaul how home and community based supports for waiver programs within Medicaid.
We need mandatory reporting of sexual abuse by religious officials.
There should be no statute of limitations to collect civil damages for victims and survivors of sexual abuse
I will push to re-authorize the Violence Against Women Act to the best of my ability so victims of domestic violence can be assured they will not lose their housing and other resources from domestic violence.
I will work to finally get the ERA ratified so women in Kansas and all over the United States have equal rights.
Look at ways to decrease the wait time for waiver programs currently there are over 3200 Kansans within the I/DD waiver waiting 8 yrs at least on home and community based supports. I am willing to look at abolishing the death penalty and using those savings to shore up the fund for this.
I believe every child in Kansas deserves the right to a properly funded public education.

I believe the rich in Kansas need to pay their fair share so we have stable revenues for all Kansans to reap benefits from.
I look up to my now deceased grandmother who passed away in 2001 shortly after the towers fell on 9/11. She always told me that I was a smart, beautiful girl who could do anything she put her mind to. If she could see me now doing something as monumental as running for state senate I wonder what she would think. She taught me everything I know about running a household. She spent 50 plus years in an abusive marriage because she was stuck. She was the only parental adult figure in my life growing up that cared about me. My dad committed suicide when I was three and my mom abandoned us when I was 6. My grandfather started molesting me when I was 10. She was the only comfort I had as a child.
As someone who has a background in communications I think that a legislator should communicate with their constituents regularly. By constituents I mean people. They need to be transparent to their constituency. They should strive to look after the least of their constituency as well.
I want to pass away with my son knowing I did everything in my power to help him and others like him with disabilities reach their full potential. I also want to leave the world knowing I did everything I could to put an end to sexual abuse, domestic violence and sexual assault.
We have become increasingly divisive. We have let bad faith actors manipulate our citizens. Our healthcare system is broken and it needs to be fixed so that every American can reap the benefits of being able to live a long healthy productive life. Our system is broken for victims and survivors of childhood sexual abuse, rape and domestic violence we need to address these issues so that no American has to feel unsafe in their own home or partner. We have to move away from fossil fuels. Fracking is damaging the heartland of America with respect to not only the land the injection wells are on but the damage to structures and historical landmarks in the way of man made fracking induced earthquakes. We must look after our most vulnerable populations. Disable people need to continue to have people looking after them and their interests in a dignified manner and free from exploitation. Our farmers from big corporate farms to our mom and pop farms need to be able to thrive without being exploited by big name companies. Our food and water supply needs to be protected from contamination. We must continue to work to ensure every American has access to the Internet. No situation in the history of mankind during my lifetime has exposed all of these badly needed things as the situation that Covid19 has created. We also need to make sure that our veterans and service members are taken care of. Public education needs fully funded and we need to retain and recruit the best teachers for our kids. We also need to tackle the pathway to citizenship and help parents of dreamers become American citizens.
