A San Diego native and civil engineer by trade, Joe LaCava has lived in the Bird Rock neighborhood of La Jolla since 1985 with his wife Lorene, a now retired kindergarten teacher. It’s where they raised their two daughters. Joe’s family values are rooted in his upbringing by working class Italian immigrant parents. His father was a blue-collar factory worker and his mother a seamstress.

Joe graduated from San Diego State University with a degree in engineering. While working in the private sector he served as civil engineer and project manager on projects ranging from infrastructure to housing. More recently, Joe guides local organizations on public policy.

He has been a dedicated community advocate over the past 20 years, sitting on more than 30 civic boards, planning groups and commissions.
  • We must keep San Diegans safe by fully staffing police, fire, and lifeguards and ensuring they have the equipment and facilities they need.
  • We must address homelessness and deliver real housing solutions.
  • We must address our infrastructure backlog while meeting our climate action goals and achieving Vision Zero.
I have worked to make the District 1 office more accessible and responsive to my constituents. With my hard-working staff, phones are answered, emails returned, solutions offered.

I have delivered results across the District and across the City. Paving La Jolla Parkway, funding the South University City Library, working with UCSD, paving 32 blocks in Del Mar Heights, traffic safety improvements in Carmel Valley & Pacific Highlands Ranch, and protecting recreation facilities in Pacific Beach, to name a few.

City-wide, I have focused on supporting our police, firefighters, and lifeguards; protecting our shoreline parks from street vendors and scooters; securing $6 million for housing; achieving the goals of our Climate Action Plan, addressing homelessness, and so much more.

As a big city we have work to do: preserving public safety, sensible housing policy, addressing homelessness, repairing our streets and infrastructure, and responding to climate change. Most importantly, a back-to-basics philosophy to deliver the city services you need and expect.
