He obtained a bachelor's degree from the University of Arkansas in Little Rock and a master's degree in business administration from the University of Phoenix. He played professional basketball for the NBA from 1996 until 2003. He is a member of St. John's United Methodist Church.[1]

Harris County held elections for county commission, justices of the peace, constables, district attorney, county attorney, sheriff, county tax assessor-collector, and the Harris County Department of Education Board of Trustees in 2016. The general election was held on November 8, 2016. A primary election was held on March 1, 2016, and a primary runoff took place on May 24, 2016. The filing deadline for those wishing to run in this election was December 14, 2015.[2] Joe Stephens (D) defeated Tom Zakes (R) in the Harris County Justice of the Peace Precinct 3 general election.

The general election on May 9, 2015, in the Galena Park Independent School District featured three seats up for election. The terms of Position 1 incumbent Joe Stephens, Position 2 incumbent Wanda Heath Johnson, and appointed Position 6 incumbent Minnie Rivera were up for election. Since all board members were running unopposed, the district opted to cancel the election.
