Walsh earned his B.A. in economics from Edinboro University of Pennsylvania in 1982 and his J.D. from Thomas M. Cooley Law School in 1986.

Walsh ran for the Erie County Court of Common Pleas.[2] He cross-filed in both Democratic and Republican primaries and was defeated in both, receiving 21.1% of the Republican vote and 26.6% of the Democratic vote on May 21, 2013.[3][4]
