Joe Wayne Walker was the District 3 representative on the Bay County School Board in Florida. He was first elected to the board in 2010. He left office in 2018.

Walker earned an associate degree from Gulf Coast Community College. He later received a bachelor's degree from the University of West Florida. Walker also holds a master's degree in education administration from Southeastern Louisiana University. He retired in 2010 after 40 years as a high school teacher and coach in the district.
