Joe Winburn was a candidate for District 7 representative on the Savannah-Chatham County Board of Public Education in Georgia. Winburn lost in the general election on May 24, 2016.[1]

Winburn earned his B.A. in physical education and his M.A. in adult education from Tusculum College. He became the director of the sports medicine program at St. Joseph's/Candler Health System in 2004.[2]

Four of the nine seats on the Savannah-Chatham County Board of Public Education were up for general election on May 24, 2016. There was no primary. District 1 incumbent Julie Wade and District 2 incumbent Dionne Hoskins ran unopposed. Incumbent Connie Hall defeated Rose Harper for the District 3 seat. In District 7, Michael Johnson won election to the board against Joe Winburn.[1]

Winburn's campaign website listed the following themes for 2016:

  • Initially, I would like to address low scholastic achievement in Reading and Math. Many of our schools are below the county average and in many cases below the state and national averages. I want to help determine the causes of low achievement in these areas and implement a plan to address these issues.
  • For any relationship to be successful there must be clear open communication and trust. I plan to facilitate open communication between the Board and the Community. I understand School Board meetings aren't just for parents. Students, teachers, homeowners and community members are all impacted by decisions made by the School Board. I will work to improve the transparency of the school board and build trust between the community and the school board. I am a member of the District 7 community just like you.
  • Evaluate the current amount of standardized testing that our students currently are required to participate in. Teachers and our kids are overwhelmed with preparing for testing. Our teachers should be able to teach so that our kids and learn. I have observed the stresses that these test put on our kids. I have also observed how our teachers are now required to teach in preparation for these standardized tests throughout the school year. This type of atmosphere doesn’t foster effective teaching. It also doesn’t prepare our children for a successful future.
  • The school district has made improvements in obtaining newer technology in our schools. However, some of our schools still have a low student/computer ratio, while others have out of date computers. Our children need the best technology to be competitive in the marketplace. I want to ensure equal access to technology for all students.
  • We are fortunate that we have many highly skilled and experienced teachers and staff in our District. We need to create an environment that is conducive to retaining and attracting those types of educational resources. This includes salary and wages as well as having adequate materials to teach our children.
