Joel Fredrick Dubina is a federal judge on senior status with the United States Court of Appeals for the 11th Circuit. He joined the court in 1990 after an appointment from President George H.W. Bush. Dubina served as chief judge of the Eleventh Circuit from 2009 to 2013. Prior to his service on the Eleventh Circuit, Dubina was a district judge on the United States District Court for the Middle District of Alabama.[1]

Early life and education

A native of Elkhart, Indiana, Dubina earned his B.S. from the University of Alabama in 1970 and his J.D. from Samford University's Cumberland School of Law in 1973.[1]

Dubina was nominated by President George H.W. Bush on June 7, 1990, to a seat on the United States Court of Appeals for the 11th Circuit vacated by Robert Vance as Vance died in judicial service. The American Bar Association rated Dubina Unanimously Well Qualified for the nomination.[2] Hearings on Dubina's nomination were held before the United States Senate Committee on the Judiciary on September 11, 1990, and his nomination was reported by then-U.S. Sen. Joseph Biden (D-Del.) on September 27, 1990. Dubina was confirmed by the unanimous consent of the U.S. Senate on September 28, 1990, and he received his commission on October 1, 1990. Dubina served as chief judge for the Eleventh Circuit from 2009 to 2013. He assumed senior status on October 26, 2013. He was succeeded in this position by Judge Kevin Newsom.[1][3]

Middle District of Alabama

Dubina was nominated by President Ronald Reagan on July 30, 1986, to a seat on the United States District Court for the Middle District of Alabama vacated by Robert Varner. Hearings on Dubina's nomination were held before the Senate Judiciary Committee on August 13, 1986, and his nomination was reported by U.S. Sen. Strom Thurmond (R-S.C.) on September 11, 1986. Dubina was confirmed on a voice vote of the United States Senate on September 12, 1986, and he received his commission on September 15, 1986. Dubina resigned from the district court on October 5, 1990, upon his elevation to the Eleventh Circuit Court of Appeals.[1][4] He was succeeded in this position by Judge William Albritton.
