Biography

Joel Kintsel was born in Bakersfield, California. He served in the U.S. Army from 2001 to 2009. He earned a bachelor's degree from Oklahoma State University in 2000 and a law degree from the University of Oklahoma College of Law in 2003. His career experience includes working as an executive director for the Oklahoma Dept. of Veterans Affairs, as a lieutenant colonel in the Oklahoma Air National Guard, and as the parliamentarian of the Oklahoma House of Representatives. Kintsel has been affiliated with the American Legion, Veterans of Foreign Wars, Crossings Community Church, and the Education and Employment Ministry.[1]

Joel Kintsel grew up in Oilton, Oklahoma graduating from Oklahoma State University in 2000 with a degree in Journalism. In 2003, Joel graduated with a Juris Doctor from the University of Oklahoma and is a member of the Oklahoma Bar Association.

Joel deployed to Iraq in 2008 with Oklahoma’s 45th Infantry Brigade Combat Team (IBCT) and is currently a lieutenant colonel and a JAG in the Oklahoma Air National Guard. Joel and his wife, Nancy Kintsel, have two children and live in Oklahoma City. Joel served as Parliamentarian for the Oklahoma House of Representatives for 14 years. During this time, he developed the House’s procedural manual still in use today. He is an expert in constitutional government and the legislative process. Currently, Joel serves as Executive Director for the Oklahoma Department of Veterans Affairs (ODVA). Joel was the first ODVA Director to convene a collaborative meeting with the leaders of the major veteran service organizations. Under his leadership, the veterans community in Oklahoma has achieved greater unity and better service for veterans. In 2021, ODVA became #1 among the 50 states for per-capita federal benefits for disabled Oklahoma veterans. Joel Kintsel is a uniter and a proven leader!

  • State/Tribal Relations. While the McGirt ruling has brought significant challenges and changes to Oklahoma, nothing has arisen that cannot be solved through respect and diplomacy. I will work together with all Oklahoma leaders to protect public safety and uphold justice.
  • Rule of Law. Government for the People – Ethics, Accountability, Transparency and Performance Audits. All appointees will be required to disclose their income sources along with any financial conflicts of interest. No appointee will be allowed to bring personal business interests into their government position.
  • Excellence in Education. Oklahoma ranks near the bottom in educational outcomes. I will establish a Blue-Ribbon Panel of parents and educators to craft reforms focused on transparency and efficiency maximizing flow of dollars to the teachers and students in the classroom.

He never seemed to struggle with distinguishing right from wrong. He never lost sight of his values and goals and never lost his sense of humor.

Honesty, good character and the ability to listen - putting the needs of others before your own.
I am honest. I have broad leadership experience. I am a combat veteran. I am a highly successful leader of one of the largest state agencies in Oklahoma. We have achieved a #1 national rating at our state agency under my leadership. I am deeply knowledgeable in governmental processes. I am an expert at assembling high functioning, high achieving teams. I am empathic towards others and skilled at serving the needs of others.
Honest and efficient administration of the Executive Branch functions. Appointment of honest and competent subordinates as well as judges and justices. Working for Oklahoma's best interests in all contexts.
I would like to leave the legacy of a more prosperous Oklahoma with educational outcomes that reflect excellence. I would like to resolve the challenges resulting from the "McGirt" decision in a way that honors both state sovereignty and tribal sovereignty.
Part-time custodian during college years.
The Bible. It contains the truth and the answers to our existence as humans.
I grew up in an economically disadvantaged family situation without many viable opportunities. Through personal initiative and Providential assistance, I have overcome these challenges.
To me, this means that as Governor, I will have the broadest opportunity to serve the people of Oklahoma, both personally and through the persons I appoint within my administration. The chief executive should also be the chief servant leader.
Representing the interests of the State of Oklahoma in many different contexts is the most important role.
In Oklahoma, the Governor does have this power constitutionally; however, I will use it sparingly and only when absolutely necessary to protect the Oklahoma taxpayer.
The ideal relationship between the Oklahoma governor and the Oklahoma Legislature would be one of collaboration and mutual focus on the needs of all Oklahomans.
I love the people of Oklahoma. I believe we have the most wonderful people in the world. Without question, our greatest asset in Oklahoma is our citizens.
Our greatest challenge is and will continue to be how to prepare our children to be people who can think critically and are prepared to compete in the global marketplace.
