Biography
Joel Kintsel was born in Bakersfield, California. He served in the U.S. Army from 2001 to 2009. He earned a bachelor's degree from Oklahoma State University in 2000 and a law degree from the University of Oklahoma College of Law in 2003. His career experience includes working as an executive director for the Oklahoma Dept. of Veterans Affairs, as a lieutenant colonel in the Oklahoma Air National Guard, and as the parliamentarian of the Oklahoma House of Representatives. Kintsel has been affiliated with the American Legion, Veterans of Foreign Wars, Crossings Community Church, and the Education and Employment Ministry.[1]

|Joel deployed to Iraq in 2008 with Oklahoma’s 45th Infantry Brigade Combat Team (IBCT) and is currently a lieutenant colonel and a JAG in the Oklahoma Air National Guard. Joel and his wife, Nancy Kintsel, have two children and live in Oklahoma City. Joel served as Parliamentarian for the Oklahoma House of Representatives for 14 years. During this time, he developed the House’s procedural manual still in use today. He is an expert in constitutional government and the legislative process. Currently, Joel serves as Executive Director for the Oklahoma Department of Veterans Affairs (ODVA). Joel was the first ODVA Director to convene a collaborative meeting with the leaders of the major veteran service organizations. Under his leadership, the veterans community in Oklahoma has achieved greater unity and better service for veterans. In 2021, ODVA became #1 among the 50 states for per-capita federal benefits for disabled Oklahoma veterans. Joel Kintsel is a uniter and a proven leader!
- State/Tribal Relations. While the McGirt ruling has brought significant challenges and changes to Oklahoma, nothing has arisen that cannot be solved through respect and diplomacy. I will work together with all Oklahoma leaders to protect public safety and uphold justice.
- Rule of Law. Government for the People – Ethics, Accountability, Transparency and Performance Audits. All appointees will be required to disclose their income sources along with any financial conflicts of interest. No appointee will be allowed to bring personal business interests into their government position.
- Excellence in Education. Oklahoma ranks near the bottom in educational outcomes. I will establish a Blue-Ribbon Panel of parents and educators to craft reforms focused on transparency and efficiency maximizing flow of dollars to the teachers and students in the classroom.
