Courtenay City Councilman John Bailey was defeated in a recall election on October 16, 2017.[1] City resident Shane Moran initiated the recall effort in July 2017 due to allegations of "incompetency and conduct unbecoming a council member." Bailey countered that Moran's opposition was related to the councilman's scrutiny of the city's management of its sewer system. Moran won the remainder of Bailey's term, which expired in June 2018.[2]

Recall supporters
Moran declined to elaborate on his recall effort to local media prior to the election.[2]
Recall opponents
Bailey raised questions with the city attorney about the city's publication of a recall notice on July 5, 2017. He argued that the notice should have cited the relevant state law on recalls and included a sample ballot. City Attorney Leo Ryan determined that Bailey's arguments did not constitute a fatal flaw, thus allowing the October 16 recall to proceed.[2]
