The recall effort was organized by Zein Obagi Jr. in response to Gran's vote in August against funding a study to look at how much it would cost to merge the city's fire department with Los Angeles County.[1]

Recall organizers submitted a notice to intent to recall on September 12, 2019. Petitioners needed to submit valid signatures equal to 25% of the registered voters in the district to put the recall on the ballot. There would need to be 2,344 signatures verified to move the recall forward.[3] City Clerk Eleanor Manzano announced in February 2020 that the recall effort was 93 signatures short of the requirement.[2]
