An election to recall Commissioner of Agriculture and Labor John Hagan (R) was held on October 28, 1921. Voters recalled Hagan.[1]
Hagan was a member of the North Dakota Industrial Commission. The other members of the commission, Governor Lynn Frazier and Attorney General William Lemke, were also recalled on October 28, 1921.[2]
Recall vote
Hagan ran against Joseph Kitchen in the recall election. Voters elected Kitchen, who received 111,249 votes. Hagan received 105,914 votes.[1]
Recall supporters
The Independent Voters' Association, the anti-Townley Republican State Committee, and the Democratic State Committee were all involved in the recall effort.[2]
In a letter, the secretary of the Independent Voters' Association, Theodore G. Nelson wrote, "In this recall election campaign the principal questions involved are whether or not public officials shall be required to render honest public service and not be permitted to appropriate public property for their personal gain. These are fundamental principles of public government and civilization itself."[2]
