Two of the five seats on the Northshore Board of Directors were up for election in 2015. District 2 incumbent Janet Quinn and District 3 incumbent Dawn McCravey's seats were up for election, but neither incumbent filed to run in this election.[1]

David Cogan, Isaac Parsons and Berta Phillips vied for the open District 3 position. Because more than two candidates filed for the District 3 race, a primary election was held for that seat on August 4, 2015. Cogen and Phillips advanced to the general election, which Cogan won.[1]

John Harley Hammond and Ken Smith also appeared on the general election ballot for the District 2 race.[1] Smith won that race.

Hammond participated in Ballotpedia's 2015 survey of school board candidates. The following sections display his responses to the survey questions. When asked what her top priority would be if elected, the candidate made the following statement:

ALL students, regardless of their career orientation or educational path, deserve an education that will help them reach their fullest potential. [3]
—John Harley Hammond (2015)[4]

Hammond also included this statement with his responses:

Future generations must be adequately prepared for their roles in an increasingly complex society.

We should focus on the development of the whole student, not just that portion of the student assessed through the current system of mandated testing.

Jobs within the Northshore School District should pay enough so that NSD employees can live within the district if they so choose.

NSD employee pay and benefits must remain competitive if we wish to continue attracting a competent, qualified, and vibrant workforce[3]

—John Harley Hammond (2015)[4]
