Biography

John Jay Willoughby was born in New Rockford, North Dakota. He graduated from the North Dakota Law Enforcement Academy and attended North Dakota State University. His career experience includes owning an insurance agency. He served as a law enforcement officer in North Dakota for 20 years.[1]

Hello Montana I'm John Jay Willoughby and I'm running for State Auditor.

First and foremost I'm not a politician. I'm the owner and ceo of an Independent Insurance Agency and have been for 25 years. I office out of Helena but have clients throughout the state. So my knowledge of the insurance industry from both the consumer side as well as the carrier side will be crutial in how the Auditor's Office runs under my guidance. I'm married to my lovely life Nikki, I have three grown children whom all graduated from highschool here in Helena and have moved on in life with families of their own. My greatest title is that of Grandpa I have 6 wonderful grandchildren that time and distance don't allow me to spend near as much time with them as I would like.

I've owned and managed other businesses throughout my life. I grew up and worked on the family farm before entering my career in Law Enforcement where I served the citizens of North Dakota for 20 years.

I came to Montana because of the people, the culture, the hard work ethic and of course for the outdoor opportunities our wonderful state provides for us.

I'm an avid outdoorsman who enjoys hunting, fishing, camping, and back country adventure. I enjoy my time on extended motorcycle rides when time permits and the list goes on and on, but int a nut shell this is who I am. I'm straight forward and to the point and I'm know for getting the job done.
  • Montana Consumers deserve an Aduitor that isn't using this office as a political stepping stone to further their own career and agenda. I'll work hard to control all the rate increases we are seeing in every single aspect of the insurance industry. We have never seen the insurance industry in the state it is currently in. Insurance carriers across the board are asking for and getting huge double digit increases in the rates they are allowed to charge our citizens. I won't tell you that these rates aren't justified to an extent, but I don't think these increases are being scruinized by the Auditor's Office anywhere near enough. My office will force justification of any & all rate increases under my watch.
  • The Auditors Office needs to actively seek out and recruit new insurance providers to do business in Montana. My office will make doing business here a much easier task streamlining all the red tape, while making sure our consumers are protected by quality providers. Allowing more insurance providers into our state will create competition and competition drives price. I fully believe that by bringing in more quality providers we can drive down the cost of insurance in our state. The same method can be used to help drive down the ever rising cost of prescription drug prices.. We need to find ways to make prescriptions available and affordable across the state. My administration will research efforts to do just that.
  • The Commissioner of Securities & Insurance Office is a comsumer advocate agency. I vow to protect our seniors and citizens from all those that would try to take advantage of them financially through fruad, theft or deception. My office will aggressively investigate, pursue and prosecute those bad actors to the fullest extent of the Law. The same holds true for any Insurance Provider or their agents that may conduct illict activites within our state. My office will greatly enhance our public education and awareness activities throughout the state. It's our job to keep consumers aware of current scams and trends that are being used to defruad them. I firmly believe we need to be forthright in providing information.
My passion has always been one of service and protection. When I’m elected to the Auditors Office my main forcus will be consumer protection and advocacy.

We are the voice of the working class, ranchers, farmers, small business owners, the little guys and gals of this state that work so hard to make a living here and raise a family.

The Auditors job is to make sure those people all have a voice and have an advocate they can trust. We will be there to hear your concerns and do our very best to provide guidance and seer resolutions to whater your insurance concerns may be.

I believe to many times consumers don’t feel like their voice is heard when it comes to insurance compliants.
CSI is a Comsumer Protection Agency first and foremeost it's our job to make sure our citizens are not being take advantade of by bad actors on any level in the insurance industry.

There are many other responsibilites that go along with this office but providing the best quality products and making those products available to our consumers is another key to the office.
Honesty, Integrity, and Compassion.

You need to be willing to listen to what the concerns are of your citizens.

You need to be honest in how you address those concerns and be willing to provide suggestions on how to solve critical issues.

You must provide leadership and seek ways find resolution to those issues. I believe acting in the best interst of the people that elected you is one of your key responsibilities.

I’m a firm believer that honesty goes a long way and honesty is something that has been greatly lacking in our government on all levels for some time.

My office and those that work in it will have to follow and adhere to these core beliefs or they will need to seek postions they are more comfortable with.

My Office may not always have the answers but we will always listen to your concerns and we will always follow up as a result of any complaint or concern you have, anything less is not acceptable.

The core to this agency should and always will be to serve the citizens of Montana to the very best of our ability.
To Serve the Citizens of Montana and their Consumer Advocate by providing fair, honest responses to their concerns.

The Auditor needs to be proavtive to situations as they arise instead of reactive. The Office is responsible for many moving parts related to Securities and Investments, Insurance, Licensing, Compliance, Continuing Education, Investigations, Consumer Compaints and numerous other working components.

The key to providing quality service is to surround yourself with quality staff. The Auditor can only be successful if he has the proper staff in place to do the job. This is not a one person show this is a team and needs to run under a strong team concept.
The assassination of Robert F. Kennedy June 5th. 1968

I was 7 years old and we were in the family car on vacation.

I remember the sad in my parents voices and that both were extremely upset saying My God not again!

I was barely 3 when John F Kennedy was assassinated and I think my memories of that are more from replays over the TV as years went by.

I do distinctly remember Robert F. Kennedy and his assassination and that the family vacation came to a very abrupt end and we went back to the farm and back to work.
The Auditor is an extremely powerful posisiton. You have the power to administer fines for violations, restrict, suspend or even revoke license from both providers and agents. The Auditor can invoke administrative actions and he can even set rules and regulations on individual types of insurance or their agents without legislative action.
I do not believe that politicians are the answer in all forms of government. I do believe that an individual with knowledge of how the insurance industry functions is fundamental to the office being ran like a business instead of a bureacracy.
Knowledge of the Insurance Industry and how it functions as well as what effect it has on the consumer is key
Financial transparency accountability is absolutely essential. There should be no tolerance for anything less than accountability for every penny spent.

Budgets are set to be followed and we need to follow those budgets instead of contantly moving the goal post. The private sector, the general public, for the matter your own household has to follow a budget and the government should be no different.
