Biography

John Kiefer was born in Indianapolis, Indiana. He earned a high school diploma from Palm Bay High School. His career experience includes working as a law enforcement officer. He has been affiliated with Mansfield ISD Police Department, Tarrant County Constable Precinct 7, and Tarrant County Sheriff's Office.[1]

I have dedicated 33 years to a career in Law Enforcement. Starting in 1991 with the Tarrant County Sheriff’s Office, I later transferred to Tarrant County Constable Precinct 7 in 2013, where I worked my way through the ranks and eventually retired in January 2023 at the rank of Chief Deputy. Currently, I am proud to serve in the Mansfield ISD Police Department, working to ensure the safety of our teachers and children at school.

With 36 years of marriage, my wife and I have been blessed with two sons and two grandchildren. We made our home in Mansfield in 2003, and both our children attended Mansfield ISD schools. My passion for Law Enforcement has been a lifelong pursuit, and I have been blessed to have had the career I had.

Now, I am thrilled to announce my candidacy for Tarrant County Constable in Precinct 7, where I spent over nine years of my career. I am eager to return to a role that I am truly passionate about and to continue making a positive impact on the lives of the people in our community.
  • Quality of service

    In Tarrant Country, the Constable's Office's priority is to enforce civil law and serve civil process papers. Due to the demographics of our precinct, including the unincorporated area of Tarrant County, we are called upon to assist the Sheriff’s Office with calls for service, also we serve arrest warrants, enforce traffic laws, and file criminal cases. The Constable's Office generates revenue from the service fees collected for serving civil process papers. These fees can add up to hundreds of thousands of dollars a year and relieve the burden on taxpayers when it comes time to funding the budget.

    I will be committed to bringing quality and efficient service to my constituents.
  • Community Safety Our country is currently facing a crisis with open borders and the presence of fentanyl in our communities. We don’t know the long-term challenges our government has placed on the American people. If elected Constable, I am dedicated to establishing strong relationships with local agencies to effectively respond to emergency situations. Furthermore, I am committed to ensuring that our deputies receive the essential training and equipment needed to maintain public safety. In 2022, while serving as Chief Deputy at Precinct 7, Working collaboratively with other Chief Deputies from different precincts, we successfully secured funding through our budget to purchase new Tasers and body cameras for our deputies.
  • Transparency and accountability Maintaining the trust of the community is important, and if elected, I will create a hiring board to assure the citizens that we are hiring the best candidates for the office based on merit, experience, education/training, and a thorough background investigation. I will be dedicated to improving our office's overall efficiency and maintaining an open line of communication with the public.
1. Immigration Law: I believe in having a closed border and enforcing laws on illegal immigration.

2. The Constitution: I value the First Amendment, which guarantees freedom of speech, the Second Amendment, which protects the right to keep and bear arms, and the Fourth Amendment, which protects people against unreasonable searches and seizures.

3. Free and fair elections
Jesus, my Lord and Savior, exemplifies what it means to be a true leader of people. Through his humility, patience, strength, and courage, he saw the value in people and the ability to forgive.
Integrity – Honesty and ethical behavior are foundational. An elected official must consistently do the right thing, even when no one is watching, and be transparent in their actions and decisions.

Accountability – Taking responsibility for actions and decisions is key. An elected official should be answerable to their constituents and willing to accept the consequences of their actions

Empathy – Understanding and considering the needs and experiences of others is critical, especially in law enforcement roles. An official should make decisions with the well-being of the community in mind.

Transparency – Open communication about decisions, policies, and reasoning behind them helps build trust and foster a sense of partnership with the community.
Experience and Expertise

With over 33 years in law enforcement, I bring a deep understanding of both criminal and civil law. My experience as Chief Deputy in the very precinct I seek to serve has given me hands-on knowledge of the responsibilities of a constable. This experience means I can hit the ground running, knowing the challenges and how to address them effectively.

Leadership
Having worked my way up through the ranks to Chief Deputy, I’ve honed my leadership skills over the years. Leading teams, managing operations, and ensuring efficient processes are critical components of the job. I’ve learned how to guide others, make tough decisions, and take responsibility for the results. My ability to lead with empathy and firmness ensures that I can inspire and guide the team while maintaining order and efficiency in the office.

Commitment to Public Safety
I have dedicated my life to ensuring the safety and security of the community, both through my service in the Constable’s Office and currently in the Mansfield ISD Police Department. I deeply understand the importance of protecting the public, and this commitment is at the core of my desire to serve. Keeping our schools, streets, and neighborhoods safe is not just a professional duty for me—it’s a personal one.

Compassion and Empathy
One of my guiding principles is to always serve with empathy and compassion. In law enforcement, especially in roles like serving civil papers or enforcing evictions, we often meet people at difficult moments in their lives. I’ve always made it a point to approach these situations with understanding and sensitivity, balancing the need for law enforcement with respect for people’s dignity.

Strong Work Ethic

Hard work has been the cornerstone of my career. Whether it was working through the ranks in the Constable’s Office or now serving in the Mansfield ISD Police Department, I’ve always put in the effort necessary to do the job well. I believe in leading by example.

• Managing the office’s budget and resources
• Ensuring compliance with state laws and regulations Strong leadership, administrative skills, and fiscal responsibility are important for ensuring the office runs smoothly and effectively.

Training and Professional Development

A constable must ensure that their deputies are well-trained and that professional standards are maintained. This involves:
• Keeping up with continuing education in both civil and criminal law enforcement
• Implementing and promoting training programs for deputies and staff

Commitment to Ethics and Accountability

Upholding a high ethical standard is vital for maintaining the integrity of the office. As an elected official, the constable should always:
• Be transparent with the public
• Hold themselves and their staff accountable for their actions
• Ensure that all operations are conducted with honesty and in accordance with the law

To have empathy and compassion for the people we are serving
I want to be remembered for Working hard to build a foundation for others to follow. Dedicated to service, accountability, leadership, transparency, committed to community safety
Also, I want to be remembered for bringing a sense of compassion and empathy to law enforcement. Whether serving civil papers or responding to emergencies, I would like my legacy to reflect the importance of understanding and sensitivity in how we interact with people, especially those going through difficult times. I hope that I am seen as someone who not only enforced the law but did so with care for the human side of every situation.

I started working for my dad in the auto upholstery business at a young age. During high school, my first job was in a restaurant where I did food prep and washed dishes. I held that job for a little over a year.
Fiscal Responsibility: For the office of Constable, this means being careful with taxpayer money in areas like staffing, equipment purchases, and operational expenses while ensuring the community is well-served.
I will be transparent not only about our finances but also about how we are managing our office and our hiring process.
