John L. Collins was the Position 1 circuit court judge for the 25th Judicial District in Oregon, serving as presiding judge on the Yamhill County Circuit Court. He first joined the bench in 1992.[1]

Collins won re-election without opposition in the primary election on May 17, 2016. His current term expires on January 2, 2023.

Collins graduated from Oregon State University with a degree in business administration in 1969. In 1972, he graduated from the Willamette University School of Law with his J.D. He went on to earn an LL.M. in criminal justice from the New York University School of Law in 1974.[2]

Judges of the Oregon Supreme Court, Oregon Court of Appeals and Oregon Circuit Courts are all selected in an identical manner. They are chosen in nonpartisan elections to serve six-year terms, after which they must run for re-election if they wish to continue serving.[3]

The chief judges of the circuit courts are appointed by the chief justice of the state supreme court to serve a two-year term.[3]

Qualifications
To serve on the circuit court, a judge must be:[3]

  • a U.S. citizen;
  • a state resident for at least three years;
  • a resident of his or her circuit for at least one year;
  • a state bar member; and
  • under the age of 75.

Collins was re-elected to the Yamhill County Circuit Court after running unopposed in 2010. He received 100.00% of the vote.[4]
