Heading into the election, Ballotpedia rated this race as safely Republican. Incumbent Tom Reed (R) defeated John Plumb (D) in the general election on November 8, 2016. Neither candidate faced any opposition in the primaries on June 28, 2016.[2][3]

Plumb was one of the initial members of the Democratic Congressional Campaign Committee's Emerging Races. Emerging Races is the second tier of the Red to Blue program. According to the DCCC, it includes the districts "where campaigns are on track and working hard to put seats in play."[4][4]

  • Education: The quality and affordable education I have been fortunate to receive throughout my life has laid the foundation for my entire career serving our country. I graduated from Randolph Central School, a great public school right here in the Southern Tier, and I earned a Navy ROTC scholarship to put myself through college.
  • Energy and Environment: Growing up in the Southern Tier, I spent most of my free time enjoying our beautiful outdoors – our parks, woods, lakes and streams. I know how important it is to be a good steward of our environment, and I will support efforts to protect our soil, air, and water.
  • Jobs: My family has lived in Western New York for 4 generations. In my lifetime, I have seen our towns and communities lose jobs while new small businesses face more and more obstacles. While much of the country has been recovering from the recent recession, Western New York and the Southern Tier are being left further behind because Congress is too fixated on partisan politics to focus on the issues that really matter to our working families.
  • Military and Veterans: As the son, grandson, and brother of veterans, and as a service member myself, I am deeply committed to ensuring that our service members, veterans, and their families receive the care and support they have earned by serving our country. Working to ensure our military and veteran families are well cared for is a top priority of mine.
  • National Security: I have devoted my entire life to defending the United States in the Navy, in the Pentagon, and at the National Security Council. I am committed to ensuring that our defense and foreign policies protect our nation against a wide range of security threats, from China to Russia to al-Qaeda to ISIS and other extremist groups.
