An effort to recall John Shuler from his position as president of the Constantine Public Schools Board of Education in Michigan resulted in his resignation in June 2018. Shuler did not comment on his resignation or the recall effort. He served on the board for 11 years.[1]
The recall effort against Shuler began after he allegedly verbally harassed two constituents at a school board work session on May 7, 2018, according to the recall petition.[2]

The recall petition gave the following reasons for recall:
“ | After opening the meeting, consisting of approximately 150 citizens and students, Mr. Shuler verbally attacked the two invited members, Dale Wentela and Mike Messner. Mr. Shuler ignored repeated requests from audience members to cease his angry outburst. The school’s bylaws/policies state the board of education’s intent is to provide an environment that fosters the respect and dignity of each person. To this end, the board is committed to maintaining an environment free of harassment and intimidation.
The bylaws also declare the harassment of a student, staff member or third party (visiting speaker, athletic team member, volunteer, parent, etc.) is strictly forbidden. John Shuler’s verbal abuse created an intimidating, hostile and offensive environment. Shuler’s harassment is strictly forbidden by the school’s bylaws.[3] |

A clarity hearing on the recall petition would have been held on July 2, 2018, if Shuler had not resigned.[1]
2018 recall efforts

A total of 33 school board recall efforts nationwide were covered by Ballotpedia in 2018. They included 74 board members. Twelve recall elections were held in 2018. The school board recall success rate was 28.4%.
Of the 12 efforts that made it to the ballot in 2018, eight were approved and the 20 targeted members were removed from office. Another two recall elections were defeated, and the targeted members kept their seats. One effort saw a mix of results: three members retained their seats, while the fourth was removed from his. Another recall election was held after the board member resigned. Her replacement was elected through the recall.
