John M. Spratt was a Democratic member of the U.S. House representing South Carolina’s Fifth Congressional District. He was chairman of the U.S. House Committee on the Budget.

Spratt passed away on December 14, 2024.[1]

According to a July 2010 analysis of 1,357 votes cast from January 1, 2009 to June 16, 2010, John Spratt has voted with the House Democratic leadership 97.5% of the time.[2] That same analysis reported that Spratt also voted with the Democratic Party leadership 98.0% of the time in 2010.
