John Tubbs
John Tubbs (Nonpartisan) was the Montana Director of Natural Resources and Conservation. He was appointed by Gov. Steve Bullock (D) and served in the position during Bullock's two terms as governor from January 7, 2013, until the end of Bullock's second term on January 4, 2021.[1] He was confirmed unanimously by the Montana State Senate on April 12, 2013, by a vote of 49-0.[2]
Biography
Tubbs was born on June 2, 1960, in Helena, Mont.[3] Prior to becoming Director of Natural Resources and Conservation, Tubbs was a deputy assistant secretary for water and science at the U.S. Department of the Interior from 2009 to 2013. He previously worked in the Montana Department of Natural Resources and Conservation (DNRC) from 1985 to 2009, which included a tenure as Water Resources Division Manager from 2006 to 2009.[3]

U.S. Dept. of the Interior (2009-2013)
Tubbs was appointed during the Obama administration as the Deputy Assistant Secretary for Water and Science for the U.S. Department of the Interior from 2009 until 2013.[1]
Montana Conservation Voters (2002-2009)
Tubbs was a member of the board of directors of Montana Conservation Voters (MCV) from 2002 until 2009. He also served as chair of the MCV Political Action Committee.[4]
DNRC (1985-2009)
Tubbs served as Water Resources Division Administrator, Resource Development Bureau Chief from 2006 to 2009, and as a water resources economist during his initial tenure at the Montana Department of Natural Resources and Conservation.[1]

Issues
Water plan
In order to meet a growing water demand for a growing population, the DNRC released their proposed "Montana Water Supply Initiative – 2015" in early 2014. The map below outlines the critical areas Tubbs and the department evaluated for the plan.
Fergus County land swap
In early 2014, David Killam, a Texas businessman, proposed a land swap with the state of Montana. Killam proposed a deal where he would gift the state a 14,505-acre ranch, known as Dana Ranch, and in return be given 14,136 acres of public-school trust parcels that fall on his ranch. After weighing the economic impacts and public opinion, Tubbs announced that he would not pursue the deal. Many believed that the trust parcels were worth more than Killam's ranch.[6]
