The Legislative Procedure Committee is a joint standing committee of the South Dakota State Legislature. Per the Joint Rules, joint committees of the South Dakota State Legislature are not standalone, but rather exist as a combination of related House and Senate standing committees. Members of the House and Senate committees are appointed according to their respective chamber rules.
House committees are assigned by the Speaker of the House with the advice of the Minority Leader. The Speaker appoints the chair and vice chair of each committee.[1] Senate committees are assigned after the general election by the President Pro Tempore and Minority Leader. For most standing committees, the member that is announced first serves as the chair of the committee.[2]
When two related committees operate as a joint committee in order to vote, the chairs of the respective House and Senate committees serve as a co-chairs. When two related committees operate as a joint committee to deliberate, hear testimony, and conduct other business apart from voting regarding a bill, the chair of the committee where a bill in question originated serves as the chair of the joint committee with the other standing committee's chair serving as vice chair.[3]

Function
The Legislator Reference Book defines the following subject areas for the Legislative Procedure Committee:

daily Senate and House Journals, certifies to the two houses that measures have been correctly engrossed and enrolled, and certifies the delivery of bills to the Governor and joint resolutions to the Secretary of State.
