Jolene Daly is a member of the Modesto City Schools school board in California, representing Area 5. Her current term ends in 2026.
Daly (Republican Party) ran for election to the California State Senate to represent District 4. She lost in the primary on June 7, 2022.
Daly also ran for election to the U.S. House to represent California's 5th Congressional District. She did not appear on the ballot for the primary on June 7, 2022.

Biography
Jolene Daly was born in Modesto, California. Daly received her associate degree in 2008 and bachelor's degree in 2010 from the University of Phoenix. She received her graduate degree from Simpson University in 2013. Daly's professional experience includes working as a licensed marriage and family therapist and a mental health specialist. Daly also has experience working in management, customer service, as a business owner, and as a business consultant. She has been associated with CAMFT.[1][2]

Jolene is a life-long resident of Turlock and Modesto. She attended Wakefield Elementary, TJHS, and graduated from Turlock High School in 1992. Jolene has been married to her husband since 1998.
Jolene has worked many different jobs throughout her life, from food services to sales. Jolene decided to begin her college career in 2006. Jolene earned an AS in Business, a BS in Human Services/ Management, and a MS in Clinical Psychology. She has been a mental health provider since 2012 and obtain her License in Marriage and Family Therapy.
Jolene works tireless for her clients, finding the right options for their needs and not her agenda. Jolene also helps other therapists open their own practices to increase the availability of mental health services in Stanislaus County.
She loves her community and wants to represent you by returning the government power back to the people. She is tired of the band-aids the government places on problems, being reactive rather than proactive. Jolene has some ideas about how to focus and change what is needed in District 4. Mental health is health care, we need to stop saying physical health and mental health. We need to break the stigma of mental health and realize we have to be mentally healthy to be physicality health. Mental health is an epidemic in the United States and no one is talking about it. In addition, everyone deserves the right to have affordable health care. We have to be realistic as to what the best options are for everyone.
I am passionate about people and doing what is right for the people in the 4th District and in California.
I look up to people with integrity. I do not have a specific person or people who I look up to and would like to follow. I want to remain humble, do that right thing even when people are not watching, and stand before God knowing I did the best I could throughout my life.
The Bible is the book that best describes my philosophy, in love God and love people. Not the distorted philosophy of the Bible presented in negative means or manipulated to fit someones perspective. We need to learn to love one another and communicated for what is best for all of us here in the United States.
Integrity, honesty, and humility are the most important characteristics. As I have stated before, the California State Senate District 4 seat is not my seat it is our seat. Ours as the community of the District 4. An elected official needs to have the humility to remain a public servant.
I am a natural leader who would like to focus on the people in District 4, rather than being so focused on myself.
Education, unity, accountability, transparency, and the list goes on. The job of an elected office is to be a public servant in their role. As a state senator, I will focus on bills whether sponsoring or voting that will benefit District 4 and California as a whole.
I would like to leave a legacy of integrity, honesty, transparency, and results in reality.
The local historical event I remember is in 1980 when a tornado hit our neighborhood in Turlock. I was five and in kindergarten at the time. Our neighborhood was damaged and the event was on the news. For a five year old, that was a significant historical event.
The Iran Contra Affair was the first national historical event I remember, although I do not remember the details of the event. What I remember is the impact on my father. Our ethnicity is Assyrian, due to his last name Rehana many people at his job discriminated against him during this time and treated him poorly. This was the first time I saw my father cry, that is the reason I remember the event. Sadly, I learned at 9 or 10 the cruelty of people.
My very first job was at Carl’s Jr in Turlock. I was there for less than a year, although I left that job because of was offered a shift manager job at Round Table also in Turlock. From then, in every job I have moved rapidly into management positions. I am a leader by nature, mostly because I will not ask someone to do something that I will not do myself.
Who moved by Cheese, because it talks about the change we all struggle to achieve.
Any for only a short time though, I like myself and the life I have worked for all of these years. It is not perfect, although it is mine.
I Refuse by Josh Wilson, it is the reason I am running for office.
I have struggled with a couple medical disabilities since 2002, resulting in some mental health struggles as well. With God, I have been able to overcome those and I earned all of my college degrees while dealing (and continuing to deal) with those disabilities.
The appropriate relationship between the governor and the state legislature is one of collaboration. Neither is the primary source of power in the state, we all need to learn to work together to better serve all the people in California not just the rich or wealthy.
The biggest challenge in the US is the downfall of the family unit, community, and unity as a nation. We need to return to the foundation of family and community, which requires unity. We do not have to always agree, however, we do always have to be respectful.
We do not have a unicameral state legislature, we have a large number of elites who believe that they have ultimate power. We have the constitution, breaking the power of government into executive, legislature, and judicial. Far-left representatives have completely distort the California government system, which is completely out of touch with the working-class. Most working-class California people are centered, neither far-right or far-left.
I believe a representative needs to be an average American citizen who can understand the impact that the decisions the state makes on the average American. I, myself, am tired of being governed by people who have no clue what it is like to be an average American because they have been in “politics” for years.
It is appropriate to communication, collaborate, and sometimes compromise. However, it is not appropriate to have only one side doing all the compromising, as that is not compromise. Compromise means no one side is happy with the results, they can live with the results. We have to realize we need to live together here in California and in the US. I do not believe it is appropriate to be buddies with another legislator if it compromises your ability to work for what is in the best interest of your district.
I believe that the districts should consist of counties or groups of counties. The current system is broken and does not provide for counties to be group together by commonalities, it requires this grouping or that grouping. We now see what this redistricting has done, it is an absolute joke in District 4 being it has 13 counties either whole or parts. This District is not going to get adequate representation from a typical politician.
Right now, I am still looking to the community and focusing on their needs before I assess my goals as a legislator. My personal goals mean nothing, as this is not my voice alone. I have to talk to the constituents in District 4 to understand what we need as a whole. I would imagine that one committee would definitely be agriculture, budget and fiscal review, education, and energy, utilities, and communication based on the information I am receiving from residents of District 4.
I have not seen many representatives maintain their humility in the process of being a representative. I want to remain humble. I ask for pray to remain humble all of the time. I also want to limit my time in office, as that is what our Founding Fathers envisioned for representatives.
I do really appreciate the ideas of Ronald Reagan. I believe he was innovative in his commitment to the state and the country. He utilized strategies that can still be used today.
I have no political aspirations. I would like to sacrifice the next four, eight, or twelve years of my life to help the State of California see all people, not just a select few. I would like to work to make the state better for everyone, that is my only goal.
Every story is impactful in its own way. I have spoken to individuals with significant student loan debt and the struggle to pay that back due to the interest rates and lack of pay from the agency she could work for with her career. I have heard from individuals who struggle receiving appropriate medical care despite being on Medi-Care, which is the model for single payer healthcare. I have spoken to homeless people who do not receive the appropriate care to help them up from their circumstances. The list goes on, however, again no one story is more impactful than the other because they are each the story of a unique person.
I like to laugh, although I do not really have a favorite joke.
Checks and balances are necessary in any form of power. Emergency power has been mismanaged over the last few years and the legislature had full ability to end that, they chose not to continuously. The behavior of ignoring or not taking action is cowardice and needs to end.
Compromising for what is best for the United States not compromising values or integrity. We are a nation of millions of individuals with different values and beliefs, we have to learn to compromise because we are better together.

The uniqueness of the US House of Representatives is the fact it is an institution managed by people, although governed by the citizens of the United States of American. Somehow, this understanding is missing from most of our US Representatives understanding. The seat they have been trusted with is not their own, it belongs to the community who elected them.
I believe a representative needs to be an average American citizen who can understand the impact that the decisions the House makes on the average American. I, myself, am tired of being governed by people who have no clue what it is like to be an average American because they have been in “politics” for years.

I believe that is the right length of time, and if you are doing a good job you can be elected for three to four terms as a limit.
Term limits, income caps, and cognitive assessments over a certain age is necessary for all government representatives to ensure that we, the people, are being represented by real people who are capable of doing the job we have entrusted them with in that position.

The only role this will play when I am elected is helping the government learn to live in the budget with the revenue they have coming in right now, rather than increasing and increasing the budget to fit their needs. We need balanced budgets, transparency, accountability, and fiscal responsibility.
