Westbrook's career began as a litigator at the Dawkins & Quarles law firm. She also worked as a managing attorney for the Southeastern Massachusetts Legal Assistance Corporation. She later worked as both the general counsel and the director of the Massachusetts Energy Facilities Siting Board, where she helped to oversee the permitting of major energy infrastructure in Massachusetts.[2]
