My name is Lupe Conchas, and I am a proud native Arizonan. I come from a working-class family, and my journey has been shaped by the values of hard work, resilience, and dedication to serving others. Currently, I serve as the School Board President for the Alhambra Elementary School District, where I have championed initiatives to improve literacy, enhance academic standards, promote fiscal responsibility, and support our teachers and support staff with better pay and resources.

In addition to my work on the school board, I have a rich background in community organizing and advocacy. I have led efforts to support families with increased SNAP benefits during the pandemic and worked tirelessly to address hunger and food insecurity among college students in Maricopa County. My professional experience includes starting a small consulting business and working as a Regional Organizing Manager for the ONE Campaign, advocating against global poverty and disease.

As a candidate for the Glendale City Council in the Cactus District, I am committed to representing the diverse needs of our community. My platform focuses on affordable housing, economic development, and transparency in local government. I believe in building strong relationships across all sectors and fostering a collaborative approach to solving the challenges we face.
  • Public Safety: Ensuring the safety of our community is my top priority. As a candidate for Glendale City Council, I am committed to enhancing public safety by increasing enforcement of current speed limits, investing in road infrastructure, and working closely with our police and fire departments. By prioritizing public safety, we can create a safer environment for our children, seniors, and families, making Glendale a place where everyone feels secure and protected.
  • Addressing Homelessness: Homelessness is a pressing issue in our community, and I am dedicated to finding compassionate and effective solutions. I will work to increase the availability of affordable housing, support initiatives that provide job training and placement, and advocate for comprehensive services that address the root causes of homelessness. By collaborating with local organizations and leveraging state and federal resources, we can provide pathways to stability and dignity for everyone.
  • Supporting Small Businesses: Small businesses are the backbone of our local economy, and I am committed to supporting their growth and success. As a small business owner myself, I understand the challenges faced by entrepreneurs. I will advocate for policies that reduce regulatory burdens, provide financial incentives, and enhance access to resources for small businesses. By fostering a vibrant business environment, we can create jobs, stimulate economic growth, and build a stronger, more resilient community.
I am passionate about advocating for our seniors, people with disabilities, and youth. Ensuring that our seniors have access to quality healthcare, affordable housing, and community support is essential. I am committed to creating inclusive policies that provide necessary resources and opportunities for people with disabilities. Additionally, I believe in investing in our youth through education, job training, and recreational programs to empower the next generation and build a brighter future for Glendale.
This office is unique and important because it serves as a direct link between the community and the broader state government. It has the responsibility to address local issues while also ensuring that state laws and policies are effectively implemented at the local level. This office plays a crucial role in shaping the quality of life for residents by overseeing public services, infrastructure, and local economic development. The ability to directly impact the day-to-day lives of constituents makes this office a vital component of the state government and legal system.
I admire the work of Cesar Chavez and Dolores Huerta. They organized farm workers to demand basic human dignity and respect in the workplace. My grandparents picked corn, onions, and other fruits and vegetables here in the West Valley when it was mostly green fields. From their legacy, I have learned the power of faith, family, and community. Chavez and Huerta's dedication to improve the lives of workers inspire me deeply. As the underdog in this race, I draw strength from their example, knowing that with the power of community, we can succeed and win this election. Their legacy reminds me that perseverance, faith, unity, and commitment to each other can overcome any challenge.
Yes, I highly recommend the book "Organizing for Social Change." This comprehensive manual is essential for grassroots organizers working for social, political, environmental, and economic change at the local, state, and national levels. It builds on America's tradition of organizing that began with the nation's fight for independence. The book offers practical strategies and insights into effective organizing, making it a valuable resource for anyone interested in understanding the principles of community empowerment, collective action, and advocacy that underpin my political philosophy.
The most important characteristics for an elected official are integrity, transparency, empathy, and dedication. Integrity ensures that the official makes decisions based on what is right and just, rather than personal gain. Transparency fosters trust with constituents by openly sharing information and being accountable for actions. Empathy allows the official to understand and address the needs and concerns of the community. Dedication shows a commitment to serving the public and making a positive impact. These principles together build a strong foundation for effective and trustworthy leadership.
I believe my background, dedication, and skills uniquely qualify me for a successful tenure as a Glendale City Council member. Firstly, my deep roots in Glendale and my understanding of the community’s needs are fundamental. As the current School Board President of the Alhambra Elementary School District, I have demonstrated my ability to lead, manage resources, and advocate for our youth effectively.

My commitment to public service is evident through my relentless advocacy for essential programs such as affordable housing, economic development, and public safety. I am passionate about ensuring that every resident feels safe, valued, and heard. My experience as a community organizer has equipped me with the ability to build consensus, engage diverse groups, and drive initiatives that resonate with the people.

Transparency and accountability are core principles I stand by. I prioritize clear communication and responsible use of taxpayer dollars, always striving to act in the best interest of the community. My problem-solving skills, coupled with my proactive approach to addressing issues such as homelessness and supporting small businesses, highlight my readiness to tackle the challenges facing Glendale.

Moreover, my ability to listen, empathize, and collaborate with others fosters a productive environment where solutions are crafted through collective input. I am committed to making informed decisions that reflect the needs and aspirations of my constituents. These qualities, combined with my unwavering dedication to public service, make me confident in my ability to be an effective and successful officeholder for Glendale City Council.
The core responsibilities for someone elected to this office include representing the interests and needs of their constituents, creating and supporting legislation that benefits the community, ensuring the efficient and transparent use of public funds, and fostering a safe and thriving community environment. Additionally, an elected official must work collaboratively with other government officials and community stakeholders, provide oversight and accountability for public services, and be accessible to the public to address their concerns and feedback.
I want to leave a legacy that makes my family, community, and ancestors proud. As a first-generation college graduate and the first in my family to own a small business, I strive to set a positive example for future generations. My journey has been shaped by resilience, hard work, and a commitment to making a meaningful impact in the world. I aim to inspire others to pursue their dreams and contribute to their communities.

My mother has been my biggest supporter, and winning this election will not only make her proud but also honor the sacrifices and dreams of my family. Her unwavering support and accountability keep me grounded and focused on serving with integrity and dedication.

I envision a Glendale where every resident feels safe, valued, and heard. I want to be remembered as a leader who prioritized public safety, affordable housing, and economic development. By fostering transparency, accountability, and community engagement, I aim to create a more inclusive and prosperous city.

Through my work, I hope to empower others to get involved in public service and advocate for positive change. I want my legacy to reflect a commitment to equity, justice, and progress, ensuring that Glendale remains a vibrant and welcoming community for all.
09/11/2001 - I was 9 years old at the time. It was a scary time, but I saw the American spirit of community and patriotism that united us all during that tragic attack.
When I was 14 years old, I was a union grocery bagger at Safeway for almost 4 years.
One lesser-known responsibility of this office is the ability to influence local economic development through zoning and land use decisions. These decisions can have significant impacts on community growth, business development, and housing availability. Additionally, this office often plays a key role in emergency management and public safety planning, ensuring that communities are prepared for and can effectively respond to crises. Understanding these powers helps constituents appreciate the broad scope of influence and the importance of informed, strategic decision-making by elected officials.
While previous experience in government or politics can be beneficial, it is not a necessity. What is most important is a deep understanding of the community, strong leadership skills, and a commitment to public service. Experience in government or politics can provide valuable insights into the workings of public administration and legislative processes. However, fresh perspectives from individuals with diverse backgrounds, including business, education, and community activism, can also bring innovative solutions and a strong connection to the needs of the constituents.
The most helpful skills for holders of this office include strong communication abilities, problem-solving skills, and a deep understanding of public policy and community needs. Effective communication is crucial for engaging with constituents, negotiating with other officials, and conveying information clearly and persuasively. Problem-solving skills enable officials to address challenges and find practical, effective solutions. Knowledge of public policy helps in crafting legislation that benefits the community, while understanding local needs ensures that policies and initiatives are relevant and impactful. Collaboration, empathy, and integrity are also essential for building trust and making informed decisions.

I strongly believe in financial transparency and government accountability. Transparency in financial matters ensures that public funds are used efficiently and for their intended purposes, fostering trust between the government and its citizens. Government accountability means that officials are answerable for their actions and decisions, and must operate with honesty and integrity. Regular audits, public reporting of financial transactions, and open meetings are essential practices to maintain transparency and accountability. These principles help prevent corruption, promote efficiency, and ensure that the government serves the public interest.

I am a proud product of Arizona public schools and universities. I am a graduate from the University of Arizona and currently work to end hunger and poverty across the United States and globally as a community organizer.

When I was in 3rd grade my teacher told us she was going to be furloughed because of the state budget cuts. That was 20 years ago and we still continue to be one of the lowest ranking states in investment in education. I will advocate at the state capitol for our students and teachers to be valued in our state's budget. The Alhambra community is a diverse community and being a son of immigrant parents and grandson of farmworkers I appreciate the welcoming nature of our schools to families from all across the world. I will continue that commitment as your next governing board member.

Thank you! Si Se Puede!
  • Proud product of Arizona's public schools
  • Community organizer and education advocate
  • Focused on addressing the basic needs of students, especially during the pandemic.
Increase school funding at the State Legislature, support teachers, advocate for pay increases, reduce class sizes, and educate the whole child.
Cesar Chavez and Dolores Huerta were union organizers in the fields with farm workers and they fought for basic human rights.
2008 economic recession and housing market crash in Arizona devastated my family and my neighborhood.
I worked as a grocery store clerk at a unionized grocery store. I worked there for 3.5 years in high school.
To protect students and to address their basic needs by creating a safe learning environment.
14,000 families in West Phoenix and East Glendale, AZ.
I would listen to parents and teachers about their needs and seek innovative funding sources for community projects.
I have been a community organizer for 10 years in Arizona and have been in the school district for 4 years alongside teachers during the Red for Ed movement. I will connect with the Arizona Latino School Board association to network with school board members across the West Valley to share ideas.
I will advocate for a parents to be able to express themselves at board meetings and my contact information will be available to send me questions, comments, or concerns.
The lack of commitment of funding from the state legislature. I will be an advocate down at the State Capitol and push for increases in resources for the district.
