Joseph C. Kilgore represents Chesapeake Bay Seat A on the Hampton School Board in Virginia. He was first elected to the board in 2010. Kilgore won re-election to the board in 2014 and 2018.

Kilgore earned a B.S. in mechanical engineering from Old Dominion University. He currently works as an engineer with Huntington Ingalls Industries. Kilgore and his wife have three children.[1]

Kilgore's campaign website listed his themes for the 2014 campaign:

We have good schools in Hampton but we can make them even better.

We have great kids and they deserve nothing less than the best possible schools to ensure lifelong success.

In these challenging economic times, we need to protect the classroom.

We need to focus on the mission statement which is: In collaboration with our community, Hampton City Schools will ensure academic excellence for every child, every day, whatever it takes.

Our focus comes from working to achieve the six goals with support the mission statement. These goals are:

1) Maximize every child's learning

2) Create safe, nurturing learning environments

3) Enhance parent and community engagement and satisfaction

4) Attract, develop, and retain exceptional staff

5) Maintain effective, efficient and innovative support systems

6) Manage fiscal resources effectively and efficiently

It is important for voters to remember that the School Board, like City Council, takes action as a body and not based on individual members.

School Board members have many duties, but our primary duties are to:

1) Employ and evaluate the Superintendent who is the Chief Executive Officer

2) Set Hampton City School Policy (HCS currently has approximately 350 policies.)

3) Review and evaluate the Superintendent's recommended budget, make modification as necessary, approve and present to City Council
