Joseph Clemens Howard (1922-2000) was a federal judge for the United States District Court for the District of Maryland.[1]

Howard was nominated by President Jimmy Carter on May 22, 1979, to a new seat created by 92 Stat. 1629; he was confirmed by the Senate on October 4, 1979, and received commission the next day. He assumed senior status on November 15, 1991. He served the District of Maryland until his death on September 16, 2000.[1] Howard was succeeded in this position by Peter Messitte.
