Ferguson earned his bachelor's degree from Texas A&M University and his master's degree in education from Sam Houston State University. He is a U.S. Army veteran and served eight years, including four years of active duty. He is an assistant professor and has served as an assistant principal. Ferguson has also worked as an instructor in the education department at Lone Star College - Montgomery.[1][2]

Three of the seven seats on the Tomball Independent School District school board were up for by-district general election on November 8, 2016. Matt Schiel defeated fellow newcomers Lee McLeod and Joseph Ferguson for the open District 5 seat. District 6 and District 7 incumbents Samuel Gregson and Lisa Nichols won re-election without opposition to their respective seats.[3]
