Joseph McElligott was a 2016 Green Party candidate for District 127 of the Texas House of Representatives.

McElligott was a 2015 nonpartisan candidate for At-large Position 3 of the Houston City Council in Texas. Joseph McElligott lost the general election on November 3, 2015.

McElligott was born in Connecticut on June 3, 1981. He attended Humble High School in Houston, Texas, and received a bachelor's degree in Latin American studies and Spanish from Prescott College. From 2007 to 2009, McElligott served as a Peace Corps volunteer in the Dominican Republic. He has professional experience working at youth and community development organizations, in the transportation industry, and as a government contractor.[1][2][3]

On June 17 I was reading the Houston Chronicle reporters describing the Houston City Council budget process and vote. I wondered why the 4th largest city in the USA hadn’t adopted cost-effective, nonpartisan policies that were being used in other Texas cities, States and countries. Houston City Council and Mayoral races are labeled as non-partisan, they are anything but. This is merely a deflection of a broader issue with local elections and allows candidates to change stances after elections. It is my belief that local elections for city and county seats is where true democracy happens and gives community members greater voice than if they were to vote in state or national elections.

That weekend I began reading about the issues faced by our Houston community and what candidates were proposing. I felt that I could offer better, more transparent and cost-effective ideas to our city that allowed for greater citizen input while solving city finances. The following week I announced my candidacy for Houston City Council At-large 3.[4]
