Tuman was born in Dallas, Texas in 1958. He obtained a B.A. in political science and a J.D. from the University of California, Berkeley. His professional experience includes teaching management communications, constitutional law, government and politics at St. Mary’s College, the Université Panthéon-Assas and San Francisco State University.[1]

Public safety

  • Excerpt: "Even though addressing the root causes of crime, like poverty, will take time, there are things we can do right away to make Oakland safer. Simply put, we need to hire more cops, improve response times, get more police on our streets, and develop community crime prevention strategies that put criminals on notice that they will be caught."

Jobs and employment

  • Excerpt: "For too many years, our economic opportunity has been squandered by a complete lack of leadership. Past economic development plans and programs have been just that: isolated efforts working to address a single problem, often in a particular neighborhood. As your next mayor, I promise to integrate existing programs, bring in new ideas, work closely with neighborhood businesses, and forge ahead with a comprehensive economic development strategy outlined below."

Parking

  • Excerpt: "Our city’s current parking policy penalizes city residents, reduces business revenues, and punishes out of town visitors. Our current mishmash of high priced metering, draconian ticket penalties, and long enforcement hours negatively impacts our quality of life and hinders the viability of local businesses. Year after year, local drivers are increasingly being held responsible for raising new revenues and paying for unrelated city programs. In fact, since 2004 city revenue generated by parking has increased by over 37%, while the share of city revenue that comes from parking has increased by over 22%. It’s time to stop balancing the city budget on the backs of people just trying to do some shopping, enjoy a nice meal out, or catch a movie. Oakland needs a comprehensive - resident and business friendly - parking plan."

The 2014 Oakland mayoral election took place on November 4, 2014. The filing deadline was August 8, 2014.[3] In the general election, Elizabeth "Libby" Schaaf defeated incumbent Jean Quan and candidates Jason "Shake" Anderson, Ken Houston, Rebecca Kaplan, Saied Karamooz, Peter Yuan Liu, Patrick K. McCullough, Bryan Parker, Courtney Ruby, Nancy Sidebotham, Dan Siegel, Joseph Tuman, Charles Ray Williams, and Eric Wilson.[4][5]
