Josh is focused on getting our city back on track by prioritizing basic city services. Josh has the experience of working at City Hall, understands the budget process, and will focus on addressing our city’s most pressing needs and creating solutions that deliver real results.


City Fiscal Responsibility


Increase and Assess Revenue


$.18 cents of every $1 dollar we pay in property taxes stays in the City - that is not enough to fund our City services. We need to ensure San Diego receives its fair share of funding for federal and state mandates and that the county is supporting with services impacting regional priorities.


We need to get the city back on track to focus its spending on core services - filling potholes and paving our streets.


Predicable and Consistent City Finances


The city needs a fiscal analysis of all fees so businesses and families can determine the true cost year to year to live in San Diego. Unpredictable fees and last-minute implementation is causing uncertainty and unpredictability.


Ensure Tourism Revenue Remains


Position our city as a premier destination by investing in public spaces, safety, cultural events, and infrastructure that make visitors feel welcome and residents proud.


Prioritize Basic Services


Increase Street Maintenance and Repair


Prioritize increasing resources for paving roads and repairing potholes to improve the quality of San Diego’s streets. Well-maintained infrastructure not only ensures smoother commutes but also enhances safety for drivers, cyclists, and pedestrians alike.


Accelerate Streetlight Repairs


Decrease the time it takes to repair broken streetlights by investing in better systems for reporting, tracking, and resolving outages. Well-lit streets contribute to both public safety and a sense of community pride.


Safe Neighborhoods & Clean Streets


Support Police, Fire & Lifeguard Response


Public safety is one of the most fundamental responsibilities of city leadership, and I am committed to ensuring our neighborhoods are safe and secure for all residents.


Leveraging Technology for Law Enforcement


Advocate for the implementation and support of modern technology to empower law enforcement in identifying and apprehending criminals more effectively and efficiently.


Environmental Stewardship for a Coastal Community


Invest in infrastructure projects that mitigate the impacts of rising sea levels, coastal erosion, and flooding. This includes seawall maintenance, natural shoreline restoration, and resilient urban planning.


Work with regional and state agencies to secure funding for climate adaptation strategies and disaster preparedness in coastal zones.


Focus on Working Families


Housing Growth in Key Areas


Expedite the development of housing near transit hubs, schools, and underutilized City-owned properties to create family-friendly communities with access to education, transportation, and amenities.


Lower housing costs by streamlining regulations and encouraging the construction of diverse housing types to meet the needs of families.


Revitalizing the Midway District represents a generational opportunity to transform underutilized land into vibrant mixed-use neighborhoods with housing, parks, entertainment, and economic opportunity. We can connect this core to the transit hub, airport, or federal redevelopment of NAVWAR.


Enhance Partnerships for Workforce Development


Partner with local colleges and universities to build and retain a competitive talent pipeline by connecting students, faculty, researchers, and engineers to local career opportunities


Invest in Small Businesses


Expand resources and grants for small businesses to foster local economic growth.


Focus on revitalizing neighborhood business districts with accessible retail, services, and community spaces.


End Street Homelessness


No One Should Be Without a Home


The street, sidewalk, car, or riverbed is not a home. In the wealthiest country in the world, it is unacceptable for anyone to live on the streets or sidewalks. We must work together to provide safe and stable solutions for more individuals.


Establish a Centralized Response System


Create a streamlined, public/private collaborative system that centralizes accountability and enables a more coordinated and effective response to homelessness and reduces the City’s role as the sole responder.
