I am a dad, and grandfather. I have been happily married to Joan for over 25 years. Self-employed business owner in the tax compliance industry for over 30 years. Marine Corp Veteran activated in 1991 for Desert Storm. Precinct Chairman and Election Judge since 1992. I served as Scout Master for my son as he achieved the rank of Eagle Scout. Currently the BSA Charter Representative for Troop 1010 at Living Word Church. I serve as Treasurer for Living Word Church as well as treasurer for several elected officials, candidates, and PACs across the state of Texas. I have run 5 marathons and 3 triathlons as well riding in 4 MS 150s from Houston to Austin. I am a member of the Dignity Gospel Quartet for the last 7 years; we have 3 completed recording projects and are currently recording our 4th due out in April. I represented Senate District 15 for 8 years on the State Republican Executive Committee and recently served as Secretary of The Republican Party of Texas. Currently I am serving as Secretary of the Harris County Republican Party. Odds and ends: Member of the Houston Grand Opera for 5 seasons; Donated over 15 gallons of blood to the Gulf Coast Regional Blood Centers; Elected to the Harris County Department of Education and at the first meeting was elected President. Our first order of business was to end the taxpayer funded lobbying contact.
  • Election Integrity. Our ballot is sacrosanct and efforts to undermine a fair election process must be stopped.
  • Individual Freedom. We must be allowed to live our lives without the government placing arbitrary restriction on movement and mandating individual health decisions.
  • Law & Order. The courts have opened the doors of the prisons. The courts and district attorneys must be held accountable.
I am a Pro-Life conservative. We must continue to protect those that have no voice, especially the unborn. Texas is one of the most prolific licensures requiring red-tape states in the country. The barriers to enter the marketplace must be reduced. Allowing the free market to decide who succeeds and who fail needs to be the objective in every piece of regulation. Reducing the tax burden on the individual citizen by ending the most oppressive tax: Property Tax. This can be accomplished by REPLACING this tax with a consumption-based tax. As a Trustee of Harris County Department of Education and Southern Nazarene University I recognize the need for a new approach to educating our children. We must institute choice for our parents and make the parent the diver of the educational needs of their children. Our public schools need to encourage parental involvement, not discourage it. K-12 public education needs a three-track approach (Vocational, General, and Internships) not college proprietorial mills. We need to secure our border. Fully funding the Texas State Guard and giving them the mission stop the incursions and assisting local sheriffs with the needs that will help protect our Southern Boarder. Many of the Texas House Rules need to be addressed to reassert the public interest. The House elects a Speaker and that speaker determines all of the committee assignments and chairmanships. A committee of 5, elected by the body should be established for this powerful responsibility.
George Washington. He was asked, by his country, to be king and he refused. Choosing, instead, the path that set the greatest government in history in motion. I would rather good government take precedence over any personal ambition.

When I was 15 I started working at Merchant's State Bank. I spent weeks in the basement shredding long computer printouts of sensitive customer data. That was over the summer in 1981. The next summer I worked at Peoples State Bank in the bookkeeping department reconciling bank statements for customers and other bookkeeping department functions like encoding. Yes. You can't do anything at the capital without help. I have already spent time with legislators forming legislation and forming consensus. The relationship starts during the election process where I have volunteered on dozens of campaigns each year.
Rules. There are rules that need to be changed to help a more conservative agenda move forward.
Being a new legislator my choices for committee assignments would be very limited. However, that would not preclude me from using my privilege as a legislator to testify and lobby on behalf on the conservative agenda in all the committees necessary.
No. The Texas State Legislature is my ultimate ambition. Being 56 years old, I would not be able to devote my seniority to other offices.
The numerous stories of flooding in House District 138 have given me additional motivation and urgency to establish good government and eliminate government overreach and waste.
The meaning of compromise has changed over the years. Today compromise means giving in. I believe you may compromise on semantics and minutia, but on substance and principle there should be no compromise. I have never been discouraged by losing a vote, and you can be sure I will not compromise my values.

Josh Flynn did not complete Ballotpedia's 2020 Candidate Connection survey.

Noteworthy events

2020 election

Harris County Republican Party notified Flynn that he was ineligible to appear on the ballot due to his holding a lucrative office when he filed for the Texas House. In Texas, a political candidate must resign any seat through which they receive compensation before filing for the ballot. As Flynn was a member of the Harris County Department of Education (HCDE) board of trustees and received $6 per meeting, he had to resign his seat before he could file for a different office. On December 9, 2019, the Texas statewide filing deadline, Flynn withdrew his original candidacy, submitted his resignation letter to an HCDE administrative assistant, and refiled for the House seat. Harris County Republican Party Chairman Paul Simpson stated that Flynn did not properly resign from the board in time for him to be eligible to appear on the primary ballot.[2][3]

On December 19, 2019, Flynn sued the Harris County Republican Party, arguing that his resignation was valid before he refiled for election. He received a temporary restraining order to remain on the ballot from a district court judge during the week of December 24, 2019. Flynn and the Harris County Republican Party met in mediation on January 11, 2020, and resolved that Flynn would appear on the 2020 Republican primary ballot. The Houston Chronicle reported that Chairman Simpson maintained that Flynn was not eligible to run.[3][4][5]
