Joshua Carter was a candidate for District 7 representative on the El Paso Community College Board of Trustees in Texas. He was defeated in the general election on May 6, 2017.

Although El Paso Community College elections are officially nonpartisan, Carter has served as the president of the El Paso Community College Democrats and the district director for a Democratic member of the Texas House of Representatives.[1]

Carter attended El Paso Community College. At the time of his 2017 run for office, he was pursuing a degree in political science from the University of Texas at El Paso.[1][2]

Carter's experience includes work as the campaign manager and district director for state Rep. Mary Gonzalez (D) and service as the president of the El Paso Community College Democrats, the historian for the El Paso Community College Student Government Association, and the Region One president, state parliamentarian, and state treasurer for the Texas Junior College Student Government Association.[2][3]

El Paso County, Texas, held a general election for the District 1 and 7 seats on the community college board of trustees on May 6, 2017. A runoff election in District 1 was scheduled for June 10, 2017. The filing deadline for candidates who wished to run in this election was February 17, 2017. Bonnie Soria Najera defeated Joshua Carter in the general election for the District 7 seat on the El Paso Community College Board of Trustees.[4]

Carter's campaign website listed the following priorities:

Let's keep community colleges affordable for students and taxpayers and stop any tuition increases.

It is imperative that we make sure EPCC remains within the reach of all El Pasoans who aspire to get a college education. Joshua will be a firm voice against any tuition hikes.

Let's improve retention and completion rates.
It is important that we help every student finish what they start. We cannot afford to let anyone fall through the cracks. Joshua will work with administrators, educators, students, and parents to ensure that we improve our retention and completion rates.

Let's ensure that our graduates can get jobs by partnering up with business leaders to offer more internship opportunities.
El Paso is a vibrant community of opportunity. EPCC should tap into this potential by creating coalitions within the private to benefit students. Joshua will work towards this end.[5]

Carter told the El Paso Times that he opposed a bond to supplement the cost of planned additions to El Paso Community College campuses. He said, "At this point I would not support the bond. We are three years out of a possible bond election, so there's plenty of time for more community outreach. I'm a great supporter of zero-based budgeting, so if we look at the budget closer, there are places we can save money which could reduce the amount."[2]
