Arizona: On Wednesday, January 12, Chief Judge Alex Kozinski of the 9th U.S. Circuit Court of Appeals announced the appointment of Larry Burns to preside over the federal trial of Jared Loughner, the chief suspect in the shootings that took place in Arizona. Judge Burns is a federal judge from the Southern District of California, and was chosen because federal judges from Arizona were disqualified from presiding over the case as a result of District Judge John Roll, who was Chief Judge for the United States District Court for the District of Arizona, being a victim of the shooting. In appointing Burns, Kozinski said that these kinds of high-profile cases call for "a fairly strong judge who will keep control of the proceedings". Kozinski described the ideal candidate as "a combination of a general and a traffic cop."[1]
