She's served in various capacities; Mayor, City Council, Commissioner, State Regional & County board and committee member, & as a legislative policy board member and advisor. She also chairs a $360 million investment board that secures finite resources, establishes economic vitality, & develops self-sufficient cities.

She has a B.S degree in Political Science with an emphasis in public law & political philosophy, & a minor in constitutional studies.

As an entrepreneur, she founded several successful companies consistently increasing ROI & reducing expenditures, & carried that efficiency & effectiveness into her public service. She has negotiated major infrastructure projects & implemented technologies & systems in support of regional & local needs.

Nationally recognized as a champion of regulatory innovation for her work in strategic fiscal management, streamlining processes, supporting small businesses, & successful technological advancements. As a known business negotiator & mediator, Julie has been creating strategic partnerships, strengthening communication, & discovering innovative solutions in support of diverse communities & industries for over a decade.

  • Sovereignty: Strong military, securing our borders & immigration enforcement, energy independence, effective management/use/preservation of natural resources
  • Families: Policies that support strong families, protect the right to life, fight inflation, support school choice
Government's main job is to protect freedom, specifically life, liberty, & property.

Government's aggressive public policy during the Covid-19 pandemic directly trampled individual liberty & other core principles of the Constitution. This overreach & the unnecessary mandates caused a great deal of needless struggle & suffering.

As a mayor during this period I stood firm, protecting the rights & liberties of my community, refusing to implement or enforce mandates. I kept the city open & provided information & tools to help people & small businesses take care of their unique needs.

I helped local businesses enhance their models & quickly deregulated city codes to give them a fighting chance.

By Spring 2020 many Utah businesses had been forced to close their doors. Despite tremendous pressure not to do so, I supported a business revival in our city, inviting businesses across Utah to come to our city. Utahns throughout the state gathered to support these businesses & together we showed that Utah can & must continue to live, work, & be free even during difficult times. Leadership from across the state came together voicing concern over the course that the government was taking & committing to stand for freedom.

In a time where people did not know where to stand, I stood advocating for the individuals, families, communities, & businesses of Utah upholding the principles of individual liberty, limited government, & the Constitution.

FULLMER STANDS FOR INDIVIDUAL LIBERTY We can best reach our full potential when we are free.

Rule of Law: Effective laws, consistently applied, are a great equalizer. The Constitution & rule of law must be defended & enforced.

Keep and Bear Arms: The Second Amendment is an essential right not only for protecting ourselves & others but also as a final check against tyranny.

Economic Enablement: Functional free markets create prosperity, doing more to improve the human condition than any other thing the world has ever known. I will continually champion free market principles. Equal opportunities, not outcomes.

Religious Freedom: The First Amendment guarantees the right to freely exercise our religious & moral beliefs & values, without fear of persecution or oppression, and must be vigorously defended.

Healthcare: Quality, affordable healthcare, free of government abuse is critical to a productive, prosperous society. Individuals & families, not government mandates, are best suited to make their own medical decisions. Big government intrusion is a problem. Utah deserves better.


FULLMER STANDS FOR LIMITED GOVERNMENT Government's role is to protect out lives, liberty and property. All other government activities diminish freedom & progress.

Local Control: Local control puts government closest to the people, where it is most accountable to, and effective at serving, the people.

Rein in Federal Spending: Government is a steward of public resources & is duty bound to manage them responsibly for the long-term interest of the people. Out of control national debt, reckless spending, & onerous taxation must be put in check.

Cut Federal Regulations: Although some federal regulation is beneficial, much is unnecessary, unwarranted, created by unelected bureaucrats, and should be reviewed, reformed, or eliminated.

Election Integrity: Election integrity is vital to the stability of our republic. I support common sense approaches like voter ID, signature verification, & federal support for improved citizenship verification.


FULLMER STANDS FOR FAMILIES Families, faith communities, and civic associations should drive our culture, not the government.

Strong Families: Families are pivotal to the success of children & society and deserve to thrive. Government is no substitute. I'll support family friendly policies.

Inflation: Higher prices hurt us all, especially Utah families. I'll fight policies that created this mess & support those that improve the supply chain, domestic energy production, and others to rein in inflation.

Right to Life: Every human life is precious & has worth. We should respect & protect each life especially those that are most vulnerable, the unborn.

Education: Education starts in the home & is a parent’s prerogative. I'll fight to empower families with choices to take care of their unique needs, as they see fit.


FULLMER STANDS FOR SOVEREIGNTY Protecting our national sovereignty is critical to safeguarding our republic and freedoms.


Strong Military: Strength creates stability & security. The military deserves our full support. We must provide the resources, technology, & training they need to remain the world's most dominant fighting force.

Immigration: We must keep our borders secure & humanely enforce our immigration laws. Legal immigration is an important part of our tapestry and knowing who is entering and exiting our country protects us all.

Energy Independence: Our nation is blessed with rich sources of energy. We should not risk national security & stability by depending on unreliable & unpredictable external suppliers. I will fight for policies that support viable domestic energy production, to return us to energy independence.

Natural Resources: Utah's spectacular natural resources & land should be primarily managed by Utahn's, serving our economic & recreational needs while also conserving the land for future generations to enjoy.


FULLMER STANDS FOR ACCOUNTABILITY Government can only truly be for the people if it can be held accountable by the people.

Transparency, Communication, & Accessibility are key to holding government accountable as a servant to the people. As a mayor, and serving on various state boards/committees, I've been highly accessible and responsive the people, families, neighborhoods, and communities I serve. I commit to doing the same while serving in Congress. I will stay closely connected to the local communities of Utah, I will be in your cities and neighborhoods, I will answer your calls, I will stand with you, pray with you, and always fight for your needs and our shared values.[2]
