Julie Mullica was born in Thornton, Colorado. Mullica earned a high school diploma from SkyView Academy High School, a bachelor's degree from the University of Colorado Boulder in 2008, and a graduate degree from the University of Colorado Denver in 2010.[1]

My name is Julie Duran Mullica. I’m a lifelong resident of Adams County, Colorado, and a proud candidate for Adams County Commissioner in District 1. I’ve been deeply involved in public service for years, having been elected twice to the Northglenn City Council. Throughout my career, I’ve focused on increasing transportation opportunities and strengthening regional partnerships, especially through leadership roles in organizations like the North Area Transportation Alliance and the Adams County Subregional Transportation Forum.

In addition to my work in transportation, I’m passionate about public health. I’ve spent the last 13 years as a public health professional, primarily working as an epidemiologist in hospitals. I also had the privilege of co-chairing the Tri-County Health Department during the pandemic, which was a critical time for public health leadership.

I’ve been involved in education, serving on the Adams County Local Organizing Committee for Universal Preschool, and I’ve worked on other significant initiatives, like the RTD Accountability Committee and the Front Range Passenger Rail District board.

On a personal level, I’m a first-generation college graduate, with degrees from the University of Colorado Boulder and the University of Colorado Denver. I live in Thornton with my high school sweetheart and our three children, who all attend Adams 12 schools.

I’ll prioritize strong public health systems and our first responders to protect our residents and enhance overall wellbeing.
  • Promoting Growth and Ensuring Clean Air and Water: I’m committed to fostering responsible growth in Adams County while protecting our environment. I will advocate for policies that balance development with sustainability, ensuring we have clean air and water for future generations.
I am passionate about public policies that promote regional partnerships and collaboration to address the challenges our communities face. Whether it be issues like transportation, homelessness or affordable housing, we can accomplish more when we’re willing to work together.
I look up to my parents the most. They taught values like hard work, determination, and always striving for success. Family is the core of who I am, and they taught me the value of perseverance and the importance of giving back, which has shaped my own approach to public service. I admire their ability to navigate challenges and seize opportunities, and I strive to follow their example in my work as a public servant, focusing on community engagement and responsible leadership.
Integrity: Honesty and transparency are essential to maintaining public trust. Elected officials must act ethically and remain accountable to the people they serve.

Collaboration: The ability to work with others, across different sectors and regions, is key to addressing complex issues. Regional partnerships are especially important to create long-lasting solutions.

Empathy and Accessibility: A good leader listens to the needs and concerns of their constituents. Elected officials should be approachable, understanding the diverse challenges faced by their community, and responsive in addressing them.

Vision: Leaders must have a forward-thinking mindset to create policies that will benefit the community long-term, promoting growth while preserving essential resources like clean air and water.

Resilience: Public service comes with challenges, and an elected official must be able to navigate difficult situations, adapt, and remain focused on serving the best interests of the community.
I believe the core responsibilities for an Adams County Commissioner are as follows:

Advocating for Residents: A commissioner must represent the interests of their district’s residents, ensuring their concerns and needs are addressed in county policies and decisions. This includes being accessible, responsive, and actively engaging with the community.

Budget and Resource Management: Commissioners are responsible for overseeing the county’s budget and ensuring that taxpayer dollars are spent wisely. This involves making strategic investments in infrastructure, public safety, and essential services like health, housing, and transportation.

Promoting Regional Collaboration: Given the interconnected nature of issues like transportation, environmental protection, and economic growth, a commissioner must work with other local governments and regional bodies to build partnerships that benefit the entire region.
The legacy I would like to leave is rooted in my children, as they are my greatest legacy. I want to instill in them the values of hard work, compassion, and civic responsibility. I hope to inspire them to be engaged citizens who care about their community and contribute positively to the world around them. Instead of asking them who they want to be when they grow up, I ask them what problem would they like to solve to better all of us.
The first historical event I remember was the Oklahoma City bombing when I was in third grade. I was deeply impacted by the tragedy and horrified that something like that could happen. I read the newspaper every day to stay informed and even created a poster board to share with my classmates about the event.
Yes, I do believe it’s beneficial for holders of this office to have previous experience in government or politics. Having a background in public service provides a deeper understanding of how policies are shaped, how budgets are managed, and how decisions impact the community. It also allows an elected official to build relationships with other leaders and stakeholders, which is critical for effective regional partnerships.

With my experience as a Northglenn City Council member and my leadership roles in transportation, public health, and regional boards, I’m ready to hit the ground running. I’ve spent years working on the very issues that affect Adams County, like transportation, public health, and sustainability, and I understand the challenges and opportunities ahead. This experience gives me the insight and preparedness to lead effectively from day one.
I love this joke my 5 year old tells me:

“Mom, why did the horsey not fly.”

“Why?”

“Cause him don’t have no wings!”
I strongly believe that financial transparency and government accountability are foundational to building public trust and ensuring effective governance. Elected officials and government agencies have a duty to be open and clear about how taxpayer dollars are being spent, and to ensure those resources are used wisely to benefit the community.

In practice, this means making financial records accessible to the public, regularly reporting on budget allocations and spending, and maintaining accountability through audits and oversight. Transparency also includes involving the community in the decision-making process, ensuring that residents understand the financial choices being made and have a voice in those decisions.
