Julisa Medrano-Guerra’s story is one of resilience and determination. Born in Garden City, Kansas, to Mexican immigrants working at a meatpacking plant, she grew up in a Spanish-speaking household with three sisters. Her family’s financial struggles meant they often traveled to Mexico for dental and medical care, as U.S. healthcare costs were out of reach. Despite these challenges, Julisa graduated in the top 10 percent of her high school class while working at Baskin Robbins to contribute to her family’s income.

Her journey to higher education was marked by extraordinary sacrifice and determination. At Texas State University, she worked nights at a Walmart distribution center to pay for her tuition, while her family made profound sacrifices—even going without electricity for a week—to support her dreams. There, she pursued a degree in criminal justice and honed her leadership skills through DECA, a competitive organization that sharpened her business acumen.

After graduating, Julisa moved to San Antonio and began her career at Paramour. Through hard work and determination, she rose through the ranks to become a manager and played a pivotal role in launching the associated restaurant, Colette. As an owner and manager, she gained firsthand experience with the complexities of running a business—navigating payroll, managing staff, and keeping costs low in an age of rising inflation.
  • No one deserves to be ignored. For too long Council office has been indignant in to the face of our constituents and small business owners. I believe that all people deserver to have a seat at the table and none of our neighbors and friends deserve to be ignored.
  • A culture of cooperation, collaboration and listening to one another, is critical for effective representation. I am not a politician, I am a small business owner that was infuriated by the lack of response and follow through with our local government. I intend to bring that spirit with me to City Hall as an advocate for the little guy.
  • It is the primary responsibility of any level of government to keep people safe. At the City level that means supporting our police officers and firefighters get the equipment they need and salaries and benefit allow San Antonio to compete for the best and brightest in the state.

To be responsive to community needs, to make sure City Hall has a seat at the table for more than just big money lobbyists.
My very first job was at Baskin Robbins. I worked their throughout high school to help pay for my college education and help my immigrant parents make ends meet.
Growing up the child of immigrants who worked at a meat packing facility, many things in my life have been struggles. But its not the struggles that define us, its what we learn along the way. My struggles have taught me that communities are stronger when they work together, that no one deserves to be ignored or dismissed and that with hard work and determination great things are possible.
Local government should be the most responsive and connected intersection of the government and the community. As such, experience is less important than a commitment to community service. In my culture, we are taught to listen to other, collaborate and cooperate when solving difficult problems. I intend to bring this strategy and these cultural values with me to City Hall.
As a small business owner, I understand the needs of everyday District 1 residents, not just big money lobbyist. I believe that no one deserves to be ignored, and my small business experience has taught me the value of working together as a team to accomplish big things. I know the struggles of making payroll, fighting increasing costs due to inflation and making the best of the economic uncertainty coming from Washington DC. If you have ever felt unheard by City Hall, I hear you, and when elected I will fight for you.
City Council is the front line for helping people in San Antonio achieve the most they can out of life, our community and our neighborhoods.
