Justin Harding is a Republican political advisor in the state of Utah and formerly the chief of staff for Gov. Jim Hansen, Rob Bishop, and Jason Chaffetz, all Republicans from Utah.
Career
Early career
After receiving a bachelor's degree in political science from Southern Utah University in 2000, Harding began working full-time in the office of then-Rep. Jim Hansen (R-Utah).[3] In 2003, he began as a legislative assistant with Rep. Rob Bishop (R-Utah), becoming Bishop's legislative director from 2005 to 2008.[4]
Jason Chaffetz advisor
Harding left Bishop's office to serve as the chief of staff for Rep. Jason Chaffetz (R-Utah) in 2009, a position he held until 2014.[5] In 2011, Harding told The Hill his management style as Chaffetz's chief of staff, saying, "My basic philosophy is that if you surround yourself with the best people and give them credit for their good work, everything else will fall into place."[6] During his time in Chaffetz's office, Harding focused on issues concerning rural Utah, including natural resource and water issues, according to The Salt Lake Tribune.[7]
Gary Herbert chief of staff
In May 2014, Harding began working as the chief of staff for Herbert, replacing Derek Miller, who was appointed to head the World Trade Center Utah.[8] Upon appointing Harding, Herbert said, "Justin is a seasoned professional working on issues that significantly impact the people of our state. He is a proven leader and has demonstrated the ability to manage and establish both local and national relationships that I'm confident will benefit not only my administration, but the state as a whole."[7] Harding's last day was January 4, 2021, the end of Herbert's term.[9]

In 2017, Ballotpedia identified Justin Harding as a gubernatorial chief of staff. A chief of staff is the lead staff member of an administration and is responsible for implementing the governor's agenda.
The role is both a managerial and advisory position, although specific duties vary by administration. The chief of staff typically has the following responsibilities, according to the National Governors Association (NGA):[10]
- Control access to the governor and manage the governor's calendar;
- Monitor the flow of information to the governor on policy issues;
- Oversee gubernatorial Cabinet and staff; and
- Manage and communicate the governor's policy agenda to the state legislature and the public.
In terms of policymaking, the NGA notes that a chief of staff is responsible for bringing policy and communications together: "The chief is responsible for overseeing the development of the governor’s policy agenda. The policy director or advisor is typically responsible for shaping the general concepts and specific details of the agenda with input from the communications director, policy staff and cabinet members. The chief often must take charge and bring the pieces together coherently."[10]
