Biography

Justin Heap was born in Tucson, Arizona. He earned a bachelor's degree from Arizona State University and a law degree from Arizona State University, Sandra Day O'Connor College of Law. Heap has been affiliated with the State Freedom Caucus.[1]

A sixth-generation Arizonan, Representative Justin Heap is a dedicated public servant with a strong commitment to serving the people of Maricopa County. With a diverse background in law and public service, Justin brings a wealth of experience and a fresh perspective to the role of County Recorder.

In 2022, Justin was elected to the Arizona State House, representing District 10. In his time in the legislature, he has distinguished himself as a principled leader and a fierce advocate for limited government and conservative principles. He currently serves as Vice-Chair of the Ways & Means Committee, the House Elections Committee and The House Commerce Committee where he has worked to promote integrity, transparency, and accountability in all aspects of the election process. ‍ As Maricopa County Recorder Justin Heap will restore voter confidence in our elections. He will work to ensure fair and accessible elections, protect the integrity of the voting process, promote greater transparency, deliver results more quickly, and restore dignity to a Recorder’s office which has lost the trust of the public. Justin is committed to upholding the highest standards of professionalism and accountability in the County Recorder's office.

Justin is fighting to save a free America for his family and four children. He has a 100% Conservative record with the Arizona Free Enterprise Club and is the only proven Conservative in the race.
  • The 2022 Election made Maricopa County a national laughingstock. Voter confidence is at an all-time low. It’s time to fix that and have a Recorder who will follow the law so every voter can have faith in the process and outcome of Maricopa County Elections. It’s time to restore transparency, lawfulness and honesty back to our elections. Justin has fought for this in the legislature and he will make it happen as Recorder.
  • It’s time to elect a Recorder who respects voters again. As I’ve traveled the county, it’s clear that voters are tired of being mocked, shamed, and ignored. Elections officers work for us, and it’s time we had one that respected us. We cannot continue to have a Recorder who, (while managing the most important elections office in the state) also runs a Super PAC targeting candidates over who’s election he oversees. This conflict of interest destroys voter confidence in the objectivity and neutrality of the office and ends when I’m elected.
  • Ensuring clean and accurate voter rolls is a foundational duty of the County Recorder, yet despite years of complaints by voters about inaccurate rolls nothing has been addressed or improved. It’s time to put politics aside and finally get the job done. Maricopa County elections take longer to count than nearly any jurisdiction in America. This is unacceptable. Voters deserve a Recorder who will deliver accurate election results more quickly.
Justin is a solid Conservative lawmaker with a proven voting record of fighting for strengthening election integrity, protecting civil liberties, shrinking government spending, and lowering taxes.
Elected officials must be guided by a firm set of personal and constitutional principles. They should hold themselves to high standards of honesty and ethics and possess an eagerness for communication and feedback from their constituents. so they know whether or not they are doing a good job as a representative for the public.
I am dedicated to openness, transparency, and live my life with a high moral compass. I believe that improvement comes only through the principles of personal and professional accountability. I will restore the voter’s confidence in the election system by implementing measures and policies based on best practices and take constituent feedback to deliver on the demands of the voters at the Recorder’s Office.

Presently, the biggest struggle facing my public service in the Arizona House of Representatives is career bureaucrats and entrenched politicians who actively work to subvert the efforts of honest legislators like myself to make critically necessary reforms and responsibly shrink government on behalf of the people we serve.

Under the current Maricopa County Recorder the operating budget of the office has tripled, while the quality, security, and timeliness of their results have sharply declined. Maricopa County citizens are paying top dollar for the worst run elections in the nation. The waste and misallocation of resources in the office's budget are masked behind an array of internal expenditure codes which makes the office budget inscrutable to the average citizen.. The public deserves to know how their money is being spent. We need to restore transparency and honesty at the Recorder’s Office.
